Egnethet til å utøve yrkesvirksomheten:
Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements: Norwegian companies: Company Registration Certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic capacity to fulfil the contract. The payment experience must be satisfactory.
Documentation requirement: solidity assessment from an acknowledged credit appraisal agency. The assessment shall be based on the most recent known accounting figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.

Documentation: for Norwegian tenderers:
Tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement: Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.
Teknisk og faglig kapasitet:
Experience is required from similar assignments: tenderers must have good experience from the execution of equivalent deliveries/comparable assignments.
Documentation requirement: a list with an overview of equivalent deliveries in the last 3 years. The list must as a minimum contain:
— name of the client,
— contact person at the contracting authority and contact information (telephone number and email address),
— contract value and scope,
— date of the assignment,
— a brief description of the assignment.
It is the tenderer's responsibility to document relevance through the description.
The contracting authority reserves the right to contact the contracting authority for confirmation of the stated information.
Use the template in attachment 4.
Implementation ability requirements: tenderers must have good implementation ability, including sufficient capacity to handle this type of contract and be able to deliver to locations in all of the municipalities included in the contract.
Documentation requirement: an overview of the tenderer's total manpower, with competence for the execution of this delivery, as well as an overview of the equipment/vehicles (model, year) that will be available for the fulfilment of the contract.
Information on established collaboration partners or sub-suppliers who will influence the delivery/which sub-suppliers the tenderer plans to use.
Quality system requirements: tenderers must have a satisfactory quality system that covers the activities included in the contract.
Documentation requirement: a description of the tenderer's methods for quality assurance.
If a tenderer is certified in accordance with ISO
9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.
Environmental management system requirements: tenderers have an environmental management system to ensure low environmental impact when carrying out the delivery.
Documentation requirement: tenderers must document that an environmental management system has been established, which as a minimum consists of procedures to safeguard the following elements:
— the business’ environmental goals and environmental policy,
— environment strategy,
— execution of the service in an environmentally responsible way, e.g., waste sorting and transport.
A declaration from the company may be submitted which describes how the routines have been implemented and how they function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's quality or environmental management system, in accordance with the Eco-lighthouse Program, ISO 14001, EMAS or an equivalent system verified by a third-party.
