Sirkula IKS

The inter-municipal companies GLØR IKS, Horisont IKS, MGR, Sirkula IKS, SØIR IKS, and Mjøsanlegget AS would like to enter into a framework agreement for the reception and final treatment of residual waste. The waste must be used for energy utilisation. The residual waste is collected from households, recycling stations, holiday sanitation and businesses.
If reloading is required, the transport from the collection point/reloading facility to the final treatment facility must be included in the tender's solution model. The assignment is for the final treatment of approx. 35,950 tonnes household waste per annum, as well as approx. 14,500 tonnes of business waste.
The assignment will be split into 6 sub-contracts.
The Framework Agreement will be valid for 5 years, with an option for 2 + 2 years.
In addition there will be a voluntary option for the delivery of bottom ash to Sirkula IKS' landfill site at Heggvin.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to carry out the assignment.
Minste nivå(er) av standarder:
The Contracting Authority will obtain a credit rating as documentation. The Contracting Authority subscribes to services from Soliditet (Bisnode), including main information, payment remarks, accounts, key figures and score, which will form the basis of the evaluation. Foreign tenderers must, however, submit an equivalent solidity evaluation to Soliditet Decision (Bisnode), based on the last available accounting figures, which is not older than 3 months.

If the rating is A or lower, the Contracting Authority can request additional documentation such as a parent company guarantee, bank guarantee or other relevant documentation that give adequate assurance for contract fulfilment.
Teknisk og faglig kapasitet:
A) 1) Tenderers must have sufficient site and equipment capacity for waste incineration;
A) 2) Tenderers must have sufficient transport capacity;
B) Tenderers must have valid concessions and the required permits for the reception/temporary storage and final treatment of the type of waste included in the assignment;
C) Tenderers must have a functioning quality system that fulfils the requirements in accordance with NS-ISO 9001;
D) Tenderers must have sufficient experience from equivalent assignments.
Minste nivå(er) av standarder:
A) 1) A description of the company's capacity for waste incineration, both in relation to regular operational capacity, stand-by systems for planned or unexpected shutdowns, and storage capacity;
A) 2) A description of the company's transport capacity, where this is included in the tender solution;
B) A copy of a valid concession/permit for the reception and final treatment of residual waste to energy utilisation;
C) Documentation that the company has a quality assurance system. If the company is certified, documentation thereof must be attached. If the company is not certified, the quality assurance system must be described;
D) A description of the tenderer's 3 most relevant assignments in the last 3 years. The description must be maximum ½ A4 page per reference assignment. It is the tenderer's responsibility to document relevance through the description. Answered in annex C Response Tables, Reference Project.
