Renewed Notice for the Procurement of a Process Engine for a New Case Management Platform

UDI has started a process to replace the current case management system. Process follow-up, both the general process, the orchestration of automatic processes and follow-up of manual processes, is an important part of the new case management platform. This functionality can either be built from scratch via general development language or procured through a process engine that offers configurable functionality. The expectation is that UDI's need for this type of process support will be best met through a lightweight process and rule engine. This will also be the cheapest solution.
UDI has been granted resources for 2019 to automise applications for citizenship cases, which will use a process engine and start the work on a new case management system. The expectation is that further case portfolios will be transferred to the new platform in the coming years, but this is not certain.

Content of the delivery:
The contract must include delivery of the following services and performance:
— standard software, including documentation, based on the requirements in the enquiry,
— training and assistance as required, there will be call-offs for this when needed.
Tenderers must offer options for the following services and performance:
— option for further volumes in addition to citizenship applications, and free use of the product, see chapter 3.2, if this is not included in point 1.
Tenderers can offer options for the following services and performance:
— option for support 24/7/365, if this is not included in point 1,
— B requirements that are not covered within the given framework.
Objective of the procurement:
— the objective is to get standard systems that cover as many of the requirements described in the enquiry as possible, so that the need for special adaptations and self-development is as little as possible,
— the goal is to have a contract within fixed or predictable financial limits and time frames,
— the goal is to have a system that allows efficient and simple processes and assignments,
— the goal is to establish a fully automatic system for processing applications,
— the goal is to have a total overview of the entire portfolio, waiting times and arrears,
— by modernising the system portfolio for the administration of foreigners, UDI will take this case portfolio out of EUF and thereby start the work of clearing the current case management system.

Annex 1: requirements document — not to be answered by the tenderer, it will be part of the contract. In addition to the requirements tables, which must be answered in Annex 2, it includes guidelines on how to answer. The most important elements have been included in the section below as well as background information on how the product will be used.

Annex 2: the tenderer's response to the delivery — the requirement tables must be completed by the tenderer. Annex 2 is a copy of Annex 1, with the exception of the introduction.
Annex 3: the contracting authority's technical platform — tenderers must add a description of the requirements for the operations environment.
Annex 6: administrative terms — tenderers must supplement as stated.
Annex 7: total price and price terms — tenderers must answer.
Annex 8: changes in the general contract text — tenderers must respond if they would like changes to the general contract text.
Annex 9: changes to the contract after the contract is signed — not to be answered by the tenderer, it will be part of the contract.
Annex 10: licence terms for free and standard software — tenderers can attach.
Tenderers can attach proposals for the standard contract. Price assessment of any conditions that the tenderer has taken in the tender, including any use of the tenderer's contract.

The annexes, including the requirements document, are only available in Norwegian. If there is uncertainty on the interpretation of the requirements, including translation, send questions to the contracting authority via Mercell. Note that the deadline for questions expires before the actual tender deadline.

A tender will only be accepted if the A requirements are fulfilled. A requirements that require tenderers to describe their system in addition to confirmation will form part of the evaluation. B and C requirements will count for an evaluation of the tender's quality. See chapter 1.6 in Annex 1 for detailed information on responses. The limits for the contest, including the evaluation criteria, are described in chapter 1.4 in Annex 1. Chapter 3 in Annex 1 has the expected volumes as a guide for pricing the product.

The application requires an electronic signature upon submission.
During the submission, you will be asked for an electronic signature to confirm that it is the actual tenderer who has sent the application. UDI accepts all digital signatures supported by Mercell for submitting a tender.
