Localisation project for new Drammen Municipality.
An estimated approx. 2 000 employees in new Drammen Municipality will use the work place/location. Some of these will move from 1 building to another, others will move internally in the current building. The number of affected addresses in Nedre Eiker, Svelvik and Drammen is 30-50. Most of the moves will take place in 2020. The removal services will primarily consist of moving PCs, monitors, docking stations and other mobile equipment for each employee. The general rule is that furniture will be reused and not be part of the removal load, but there can be deviations. IT equipment and other mobile equipment is to be moved for each employee,

General need — in addition to removal services connected to the municipality merger.
Removal services connected to the municipality merger is one part of the contract, the other part is the municipalities' general/normal need for removal services. There are also large variations from year to year as regards the need and scope. Drammen and Asker Municipalities have estimated that in a normal year (no municipality merger) they each spend approx. 250 000 NOK on removal services. There is a lot of uncertainty regarding future needs.

Implementation
As a general rule, the orderer is to make a removal plan, pack and label items that are to be moved with the address and detailed location. Each employee who will move is expected to need approx. 2 removal boxes. The labelling must make it easy to understand where boxes, etc., are to be moved to. The orderer will unpack the boxes after they have been moved to the correct location. Deviations from this must be agreed, but they must not affect the hourly rates. If wanted by the contracting authority, the tenderer must, for example, propose routines for labelling. An estimated 50 % of the removals must be carried out outside office hours (evenings/night/weekends).

Parallel framework agreements and the waterfall method.
The contracting authority will enter into up to 3 parallel framework agreements, provided that are a sufficient number of suitable tenderers and tenders. The contracting authority will use the waterfall methods. This means that the tenderers who sign a contract with the municipality will be ranked from 1-3, based on their fulfilment of the award criteria. The tenderer who submits the best tender will be ranked as No 1, etc.

— tenderer No 1 will be asked first and must say yes/no to the assignment within 24 hours. If tenderer No 1 turns down the assignment, or if the tenderer has not given any feedback within 24 hours, the assignment will be offered to tenderer No 2,

— tenderer No 3 must decide whether they want the assignment within 24 hours, otherwise the orderer reserves the right to ask external actors in the market.
Reservations
When it is deemed appropriate, the contracting authority reserves the right to carry out removal services itself. This can, for example, be relevant when the scope of what is to be moved is so small that the contracting authority can manage the move itself. Asker Municipality has a separate department (‘Modus’) that is used for such minor assignments. Removal services connected to contracts, renovation, etc., can also be carried out by others when, out of consideration to the general process, it is deemed to be appropriate. The contracting authority also reserves the right to give some assignments to entities with disabled persons or disadvantaged persons, by using reserved contracts or the equivalent.

Minimum requirements for the qualification requirements
Sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Tenderers are required to be credit worthy and have financial solidity with a minimum credit rating of A in accordance with an assessment made in CreditPro by the credit information agency Bisnode CreditPro AS. The contracting authority will obtain a credit report from Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history and it shall be based on the last known accounting figures. Tenderers not subject to credit appraisal shall present approved accounting figures showing good creditworthiness and sufficient financial implementation ability, or any other documentation that is considered suitable for the contracting authority.
