Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must have their tax, employer contribution and VAT payments in order. Documented by: tax certificate. The tax certificate shall not be more than 6 months, from the tender deadline. Any arrears or other irregularities must be justified.

Foreign tenderers:

The tenderer shall submit certificates issued by competent authorities, confirming that the tenderers have met their obligations in regard to the payment of taxes and duties in accordance with the legal provisions in the countries where the tenderers are established. The certificate(s) shall not be older than 6 months, calculated from the tender deadline.

Økonomisk og finansiell stilling:

Requirement: the tenderer's company must have the economic and financial capacity to implement the assignment. In this context, sufficient solidity will also be required. Documentation: tenderers must present annual financial statements for the last 2 available years with notes and the Board's Annual Reports, as well as the auditor's reports. Businesses defined as small companies, cf. the Accounting Act § 1-6, are exempt from delivering the Board's Annual Report ref. the Accounting Act § 3-1. As documentation, the contracting authority will obtain a credit rating from Experian.

Teknisk og faglig kapasitet:

Requirement No 1: only those who fulfil the terms for operating scheduled. Passenger transport, stated in the regulations of the 26.3.2003, No 401 on domestic professional transport by motor vehicle and vessel, can participate in the competition. This also applies to any subcontractors that may be used for the scheduled driving. Documentation requirement: copy of license for passenger transport by motor vehicle (if available), possibly the documentation required when applying for a license in accordance with the Professional Transport Act § 4, cf. the Professional Transport Regulation of the 26.3.20 No 2003 No 401.

Professional Transport Regulation § 9 applies for foreign tenderers.

Requirement No 2: tenderers must have experience from bus assignments of equivalent size. Documentation: Overview of the 1-2 most relevant assignment carried out under implementation during the last 5 years, cf. the Procedure Rules Annex 4 Overview of the assignment.

Requirement No 3: tenderer must have a quality assurance system that has been implemented and is in operation. Documentation: Description of the quality assurance system, cf. the Procedure Rules Annex 5 Quality Assurance System. Enclose copies of any certificate(s) issued by a public quality control institution.

Requirement No 4: tenderers must have an internal control system. Documentation: Description of the internal control system, cf. the Procedure Rules Annex 6 Internal Control System.

If tenders are submitted for each individual route area from more than 4 tenderers, the contracting authority reserves the right to limit the number of tenderers invited to participate in the negotiations to 4 per route area. Such a limit in the number of participants will occur based on the award criteria, cf. the Regulation § 19-12.
