R00791 — Framework Agreement for Project Administration, Project and Construction Management

The Norwegian Defence Estates Agency

Forsvarsbygg [the Norwegian Defence Estates Agency] invites tenderers to submit an application to participate in a limited tender competition without negotiations.
The objective is to cover the Norwegian Defence Estates Agency's need for project management (PM), Construction Management (CM) and individual project administrative services.
The Framework Agreements are defined to include all of the Norwegian Defence Estates Agency, but with limits regarding the existing contracts until they expire and any particular project that must have individual Framework Agreements. The estimates is therefore based on the Defence Estates Agency's turnover in this field during the last 3,5 years. Based on a possible duration of up to 7 years and adjusted for our assessment that the activity to be covered by the Framework Agreements will be somewhat reduced, the total amount is estimated to possibly be 760 000 000 NOK excluding VAT. There is however, great uncertainty regarding the estimates between others connected to political and military decisions and it must be anticipated that the value can be increased/reduced by up to 50 %.
NB: The amount will be distributed over many subcontracts and these will primarily be parallel Framework Agreement with at least three suppliers each.
The contract will contain limits fora maximum of one level of subcontractors and that any subcontractors cannot be utilised as subcontractors for more than one supplier on the Framework Agreement.
It is also not possible to be a supplier and subcontractor in the same sub-area.
Tenderers who can qualify alone, cannot be subcontractors in the competition.
The price mechanisms will primarily prepare for travel costs to relevant geographic areas not being covered.
Impartiality consideration will mean that the same project primarily will not have a project manager and construction manager from the same business, but there is no obstacle to having a Framework Agreement the same supplier for both areas as the Framework Agreements will supply many projects. Framework Agreements will also be established for other consulting engineer services and the same impartial assessment will primarily apply in accordance with these Framework Agreements.
There will be environmental management system contract requirements.
This competition is divided into sub-competition and suppliers can apply for participation in 1 or more..
Framework Agreement swill primarily apply to specific geographic areas, divided based on what is considered to be a natural supplier market. For construction management, RA related to the geographic areas the project is implemented in will be used, but for project management and project administrative services, RA for the area where the project is organised will be used. See appendix for application letters for an overview of all sub-competitions.
For each geographic area, there will be a sub-competition for the following 2 disciplines:
— construction manager,
— project manager, assisting project manager, early phase manager, head of project, engineering design manager, assisting planning and development manager, controller/document processer — MOM support, schedule planning.
Due to the long-term aspect, the scope per geographic area has not been estimated, but NB: That there are existing contract that currently and for several years ahead will cover a significant portion of the needs. This particularly concerns Evenes, Ørlandet and Haakonsvern. However, there will be needs that are not covered at these locations, and also, needs that are currently covered can join the contract after some time.
