Trondheim Kommune

The Contracting Authority shall enter into a Framework Agreement for the purchase and hire of mat zones. The contract is divided into 2 different lots:
1) Fixed mat zones and hired mat zones;
2) Replacement mats.

Egnethet til å utøve yrkesvirksomheten:
Verification showing compliance with the qualification requirements shall be given in the ESPD integrated in the Mercell system.
Requirements: the tenderer shall be a legally established company.
Documentation: company registration certificate or equivalent certificates
Økonomisk og finansiell stilling:
Verification showing compliance with the qualification requirements shall be given in the ESPD integrated in the Mercell system.
Minste nivå(er) av standarder:
Requirement: the tenderer must be credit worthy. The creditworthiness against a guarantee is not accepted. For recently established tenderers a certificate showing score A/N is sufficient.
Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. The evaluation shall be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no

The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderer must substantiate the financial capacity for the implementation of the assignment, or other documentation, e.g. accounting figures and a bank guarantee.

Verification showing compliance with the qualification requirements shall be given in the ESPD integrated in the Mercell system.
Minste nivå(er) av standarder:
Requirement: relevant experience from equivalent assignments is required.
Documentation: the company’s principal deliveries over the last 3 years, including their values, dates and recipients.
Requirement: tenderers must have a well-functioning quality assurance system/quality management system.
Documentation: an account of the tenderer's quality assurance system/quality management system. If the enterprise is certified, evidence of the certification must be attached.
Requirement: the tenderer must use environmental management measures in relation to the implementation of the contract.
Documentation: the company environmental status must be verified by completing the annex “Miljøerklæringsskjema” (“the Environmental statement form”).
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are in the tariff agreement.
