Part 1 The requirement specification concerns individual places at different heavy vehicle drivers licence training, ADR and different variants of YSK at different delivery locations (north and south) for the workers in NAV Øst-Viken.
Part 2 concerns group training for drivers licences classification C and CE (lorry with trailer) at 2 delivery locations (north and south) work applicants in NAV Øst-Viken. Tenderers can choose to deliver for individual locations and/or group (i.e. Part 1 and/or Part 2) and for one or both delivery locations. In other words, there are 4 lots, and there can be 1-4 suppliers of the contracts.

Suppliers must provide theoretical/practical training in order to sit for their drivers licence in the following classes and professional driver courses:

— drivers licence class C1 (small lorry),

— drivers licence class D (bus),

— professional driver training basic education (compressed education, 140 hours), goods and passenger transport,

— professional driver training after education (35 hours), good and passenger transport,

— professional driver training expansion (35 hours), goods transport and passenger transport,

— ADR, basic course,

— ADR, explosives,

— ADR, tank.

Suppliers must be able to submit offers for all of the above named drivers licence types, the Professional Driver Training variants, ADR courses and pre-qualification, in addition to a price for extra driving hours (beyond the package price).

The contract concerns group training for drivers licence class C and CE, The service must qualify the participants for work as lorry/heavy goods vehicle chauffeurs. The goal is to qualify work applicants as professional heavy transport drivers through a thorough theoretical and practical training.

The agreement is based on a recipe for success from NAV Trøndelag, in which the Norwegian Truck Owners' Association (NLF) is a partner on the client side, and has an active role in finding suitable practice during training and assisting the participants in finding regular wages work. It is set up so that the negotiation work can take place in collaboration with suppliers, specifically through the supplier's market contact, and this function and interaction is emphasised as important success criteria so that the contract's target requirements will be achieved.

The target requirements are that the participants complete and pass the training and get the relevant certificates within the duration of the course. Supplier must, in cooperation with NAV/NLF, work to ensure that the participants transfer to ordinary gainful employment after completing the course.
