The requirement specification will be available to qualified tenderers, simultaneously.

Økonomisk og finansiell stilling:
Tax and VAT certificates:
For Norwegian tenderers: a tax and VAT certificate. The certificate must not be more than 6 months calculated from the application deadline to deliver questions about participation in the competition. Any arrears or other irregularities must be justified. (The tenderers can obtain the electronic tax and VAT certificate and immediately have it sent by email.)

Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out their own assessment of the tenderer's finances through the business and accounting information company Bisnode AS with the service CreditPro.
The contracting authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
Tenderers can enclose other necessary information in the tender offer if the tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.
This also applies to foreign tenderers.

Tax and VAT certificates:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Credit rating:
The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the contracting authority's discretion in accordance with the attached documentation from the tenderer.

Justification for cancellation. The contracting authority refers to PPR § 25-4 (1): ‘The contracting authority can cancel the competition with immediate effect if there is a justifiable reason'. Refers to minimum requirements in the competition documentation that prove not to be satisfied in the competition. Below we have listed a selection of the minimum requirements not complied with in the tender contest: *) Double cabin vehicle and chassis as well as the addition must be subject to a thorough chassis treatment. the chassis frame must be treated prior to the installation of the addition. The chassis treatment must be described. A guarantee shall be given for how many years the chassis treatment is working, *) The chassis must be delivered with one additional electric valve in the rear wall or roof as a result of the cabins airflow. An additional heater must be installed in the cabin which must work when the engine is turned off, *) The total height of the vehicle is maximum 3 400 mm. This must be given as an engraved sign in the driver's cabin in good vicinity to the driver. The tender's value is significantly exceeding the estimated value.
