Økonomisk og finansiell stilling:
Tax and VAT certificate:
Documentation requirement: for Norwegian tenderers: a tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified (tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email).

Foreign tenderers: tenderers who are not established in Norway shall submit equivalent.
Documentation issued by the Authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.
Credit rating:
Documentation requirement: the Contracting Authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The Contracting Authority will not accept credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation.

Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

Unreserved confirmation from a bank/finance institution that guarantees in accordance with the above named will be provided if the tenderer is awarded the assignment.

Requirement: tenderers must have their tax, employer contributions and VAT payments in order in accordance with the legal provisions.
Credit rating:
Requirement: the financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority’s assessment given in the submitted documentation from the tenderer.

Confirmation from bank/guarantee institution:
There must be verification from a bank/guarantee institution that a guarantee of 10 % of the annual.
Contract sum excluding VAT of the tender must be able to be used as security for fulfilment of the contract.

Tenderers who lack such certification must enclose a brief description of the overall quality management system the tenderer will use as the basis for the implementation of the contract (max. 1 A4 page, table of contents will not be accepted).

Experience: tenderers must complete the attached Excel form 'Qualification Requirement’ — Experience with a minimum of 3 references demonstrating that the qualification requirement is met. For each reference assignment, information must be provided about the assignment's content, scope, value, time, duration, Contracting Authority, client contact person with email address and telephone number.

Quality management system:
Requirement: a good and well-functioning quality assurance system is required for the services that will be delivered.
Tenderers must have a quality plan with procedures that safeguard the quality and service in the work and working environment of those who implement the assignment. This obligation also applies to any subcontractors.
Tenderers must ensure that procedures are coordinated.
The tenderer and customer are both obligated to work together to improve service, quality and the working environment of those who implement the assignment.
The quality plan used in the assignment must be in accordance with relevant requirements in NS-EN ISO 9001; Systems for quality management, NS-EN ISO 14001; Environmental management systems, and OSHAS 18001;
Control systems for working environments, with adaptations to the terms in the contract.
In the contract period, customers can control the tenderer's quality assurance system/internal control system.
If requested during the contract period, the tenderer must be able to present documentation of the internal control system/quality assurance system relevant to the assignment within 3 business days.
Experience:
Requirement: the tenderer, or employees of the tenderer are required to have experience from equivalent assignments. Equivalent assignments means receiving and recycling of residual waste of the same scope in tonnes, duration and value.
