The Contracting Authority expects that procurements will be made for between 3-7 000 000 NOK excluding VAT under this contract. Historically iOS has clearly had the largest volume. The Contracting Authority reserves the right to increase the volume if there is a decision on strategic priorities during the contract period.

Tenders can be submitted for either one or both of the categories in the Framework Agreement:
— iOS,
— Android.
Tenders must clearly state which category/categories the tender is for. The price sheet is divided up in order to draw attention to these parts. A separate evaluation of each category will be made during the evaluation. An exclusive contract will be signed per tenderer for the awarded category/categories.

The aim of the procurement is to enter into a Framework Agreement with 1/several tenderer(s) for the procurement and leasing of tablets in accordance with the requirements specification.
The Contracting Authority sees an increasing need for tablets as a work tool for increased efficiency, availability and flexibility. Amongst other things, tablets are used by employees when out amongst users, (e.g. the home care service), by politicians who are sent reference documents, by technical outreach workers, in school and nurseries as an electronic aid in learning and teaching, as well as by unit managers for approving invoices/orders.

Credit rating:
The Contracting Authority will carry out their own assessment of the tenderer's finances through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The Contracting Authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
Tenderers can enclose other necessary information in the tender offer if the tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial And economic position. This also applies to foreign tenderers.

Reason for the cancellation:
The Contracting Authority must unfortunately cancel the competition based on information that was published on Friday 3.5.2019 on a possible error in the price sheet. The Contracting Authority must have comparable tenders so that the tenders can be evaluated and must, therefore, look into the feedback on a possible error. As there is not sufficient time (3 working days) to change the schedule for the procurement, the competition has to be cancelled. A new tender contest will be published shortly.
