The procurement of new lorries will keep the operational costs at an acceptable level and contribute to achieving lower environmental impact.
For this procurement, the agency would prefer lorries that run on biogas. This is in order to utilise the biogas that the agency produces at Bekkelaget Sewage Treatment Plan, as well as the resulting environmental impact. The engines offered must satisfy the latest European Standard requirements. At the time of this notice, Euro VI is current.
If biogas driven lorries cannot be delivered, diesel engine vehicles that satisfy European Standard VI or better that can run on HVO 100 V2 palm oil from biodiesel can be offered.

The tenderer shall be a legally established company.

Documentation requirement:

Norwegian tenderers: company registration certificate.

Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the contract.

Documentation requirement:

The company´s most recent, accessible Annual Financial Statements, or extracts thereof if the publication of the Annual Financial Statements is required in the state where the tenderer is established.

(NB: The contracting authority will obtain the annual accounts from brreg.no)

And

A credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The credit rating shall be carried out by an publicly certified credit rating institution.

The credit rating date shall be clearly stated in the document.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Teknisk og faglig kapasitet:

A good ability to fulfil the contract is required, including satisfactory service and technical assistance.

Documentation requirement:

A report regarding equipment, machinery, tools, materials or technical equipment at the disposal of the tenderer for implementation of the contract.

An organisation chart can be enclosed as a part of the response.

The tenderer shall have a good and well-functioning quality assurance system for the goods and services that shall be delivered.

A certificate for the company's quality system/management system issued by independent bodies, confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001 or equivalent.

The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum the tenderer must give a general description of the content of the system, including an overview of inspection plans and check-lists that are relevant to this contract.
