Helsedirektoratet [the Norwegian Directorate of Health] wants to enter into a contract for the delivery of further education in cognitive therapy for employees who will work with Rask Psykisk Helsehjelp [Quick Mental Health Care] in the municipalities. The training must provide an introduction to the principals of cognitive therapy and the use of these principles in relation to persons with different types of anxiety and depression difficulties, possibly also with sleep and substance abuse problems. The training must also provide competence in the use of tools to measure anxiety and depression symptoms.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
The requirement shall be documented as follows:
— norwegian tenderers: company registration certificate,
— foreign companies: proof that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Sufficient economic and financial capacity to be able to fulfil the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
This shall be documented with a credit rating based on the last known fiscal figures.
The rating shall be carried out by a credit rating company with a licence to conduct this service.
Teknisk og faglig kapasitet:
Competence about and/or experience with cognitive therapy:
— knowledge of how the health and care service is organised,
— documented experience with follow-up evaluations of comparable programmes,
— tenderers must have sufficient capacity to implement the training within given time limits.
Minste nivå(er) av standarder:
Reference list of the tenderer's deliveries during the last 3 years with relevance to this assignment. The references must, as far as possible, mirror the requirements to the left. The reference must include the name of the Contracting Authority, the value of the assignment and the reference. It must be described what has been delivered and the function the tenderer had in the assignment.
