The objective of the procurement is to establish a Framework Agreement to safeguard the Norwegian Armed Forces’ need for support for OT&E for NNWN NH90. The Framework Agreement will secure support for planning, implementation, analysis, preparation of publications and documentation of OT&E for NNWN NH90. The Framework Agreements will include the following services:
— campaign planning,
— test administration and monitoring,
— test sortie planning,
— test execution and data collection,
— flight test report production,
— final test report production,
— advisory role,
— drafting publications.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: the contractor must be registered in the Central Coordinating Register of Legal Entities or the Chamber of Commerce in the state where the contractor is established.
Documentation requirement: the following documentation must be submitted:
— Norwegian contractors: certificate of registration,
— foreign contractors: confirmation that the contractor is registered in the Central Coordinating Register of Legal Entities or a Chamber of Commerce in the state where the contractor is established.
Økonomisk og finansiell stilling:
Requirement: the contractor must have sufficient economic and financial capacity to complete the delivery, including satisfactory operating margin, liquidity ratio and equity share.
Documentation requirement: the contractor must submit the contractor's financial statements (including notes with the board’s report and auditor's statement) from the past two (2) years. If the financial statements for the previous year are not completed upon expiry of this tender, the preliminary financial statements for the previous year must also be enclosed.

Teknisk og faglig kapasitet:
Requirement: the contractor must have good experience from similar OT&E deliveries. As a minimum, the contractor must have experience with maritime helicopters including experience with ASW.
Document requirement: an overview of the contractor's three (3) most relevant assignments during the past three (3). In order to secure sufficient competition, documentation for deliveries performed by the contractor more than three (3) years ago may also be taken into consideration.

The overview must include a specification of: the value of the assignment. Time recipient (name, telephone and email).
Brief description of the delivery: it is the contractor's responsibility to document relevance of the previous assignments related to this procurement.
Requirement: the contractor must have sufficient capacity and competence to execute the Framework Agreement. A minimum of four (4) of the contractor`s personnel must have prior experience from one or more of the following functions/systems: ASW Helicopter Pilot ASW Helicopter Tacco/Observer ASW Helicopter weapons systems/sensor operator technical support of ASW helicopter.
