The contracting authority would like tenders for services connected to the procurement and administration of periodical subscriptions. This applies to both Norwegian and international periodicals.

The aim of the procurement is to enter into a framework agreement for procurements and services related to subscription management for periodicals and associated supplementary services. The periodicals are to be delivered both in printed and electronic format.

The Norwegian Public Road Administration's library currently subscribes to approx. 100 Norwegian and foreign periodicals for employees in the Norwegian Public Roads Administration. This applies to the printed and electronic editions of periodicals.

The Norwegian Public Roads Administration would like to enter into a contract for subscription management for both electronic and printed periodicals. This includes ordering and cancelling subscriptions, claims, follow-up of suppliers, and other associated services.

Subject to changes in scope due to the budget, changed needs, etc. It must be possible to replace periodicals if required, either via an administration tool or in writing.

Varighet: 24 måneder
Beskrivelse av fornyelser:

The Contracting Authority has a further option to extend the contract for 1 + 1 year, thus the total possible contract length is 4 years.

Beskrivelse av opsjoner:

The contracting authority will have an option to build up an e-book collection. Tenderers must be able to offer a flexible system for both procurements, invoices and the administration of e-books. This also applies to e-books that have already been purchased. Tenderers must provide information on prices for using the system and prices of e-books. Information on procurement alternatives and terms of use must also be included in the system.

The tenderer must be a legally established company.

Tenderers shall confirm that they comply with this requirement when submitting their tenders.

Tenderers must present the following documentation proof if requested by the Contracting Authority.

Norwegian tenderers: company registration certificate.

Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Teknisk og faglig kapasitet:

Tenderers must have experience from equivalent assignments for the follow-up and administration of periodicals.

Tenderers shall confirm that they comply with this requirement when submitting their tenders.

Tenderers must present the following documentation proof if requested by the Contracting Authority.

A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, dates, a brief description of the assignment, and the name of the public or private recipient.

In addition to the documentation that the tenderer has submitted, the contracting authority may emphasise its own documented experience with the tenderer.
