Tax and VAT certificates:

Documentation requirement:

For Norwegian tenderers: a tax and VAT certificate. The certificate must not be more than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified (tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email).

Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the Authorities in the country where the tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:

The Contracting Authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The Contracting Authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation.

Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

Tenderers must have their tax, employer contribution and VAT affairs in order in accordance with the legal provisions.

Credit rating

The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the Contracting Authority's discretion in regard to attached documentation from the tenderer.

Newly established companies: newly established companies must have the economic capacity to execute the contract.

A short description shall be enclosed of the general quality management system that the tenderer will use for the implementation of the contract (max. 1 A4 page, a table of contents will not be accepted).

If the system is certified according to ISO-9001 or other relevant certification systems, it is sufficient to present a copy of the certificate.

Capacity/ability to fulfil the contract:

The Contracting Authority will obtain an assessment of the capacity/implementation ability of the tenderers, based on the turnover figures for the last 3 fiscal years, as they appear in the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol), with the service CreditPro.

Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation.

When concerning services to public contracting authorities, this can be documented with certificates issued or verified by the authority concerned. When concerning services to private Contracting Authorities, certificates must be issued or confirmed by these. In the absence of this, a declaration from the tenderer can be accepted.

Environment:

Tenderers shall complete the self-declaration form regarding environmental management (Annex 4). This should document that the requirement is met.

Tenderers are required to have the necessary engineering design tools and other necessary tools (calculation/cost-calculation — room and function planning, etc.) for the services to be delivered.

Capacity/ability to fulfil the contract:

To ensure that the tenderer has sufficient capacity/implementation ability to complete the contract, the Contracting Authority sets a requirements that the tenderer must have a minimum turnover of 5 000 000 NOK per year for the last 3 fiscal years.

Experience:

The tenderer, or employees at the tenderer are required to have experience from equivalent assignments. Included in the equivalent assignments mean experience from: project management, programming of schools or equivalent buildings, rehabilitation/expansion of schools or equivalent buildings. Tender documentation for interaction contracts. Implementation of interaction contracts.

Environment:

To ensure compliance with environmentally relevant requirements in the contract, the tenderer must possess sufficient relevant environmental expertise, management systems and procedures for quality assurance of the services that are included.
