The Fee Section in the Agency for Water and Wastewater Services (VAV) has started a project to calculate the average water consumption per day for an Oslo citizen. In addition VAV will look at what effect the installation of a water meter has on water consumption. Water meters will be installed in 350-400 private households.
In order to calculate water consumption, it is necessary to install water meters in private households who would like to participate in the project. The installation must be carried out in a professional way on behalf of VAV, and in accordance with Oslo Municipality's 'Norm for Water Meter Installation'.
It will require efficient logistics and good planning in order to manage many installations in a short period of time.

The contracting authority has an option for extending the contract until August 2020 on verbatim terms.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

The tenderer's tax and VAT payments must be in order.

Documentation requirement:

Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must have the financial capacity to implement the assignment/contract.

— the company's last annual financial statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers, and

— credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. A credit assessment/rating should be carried out by an officially approved credit rating institution.

Teknisk og faglig kapasitet:

Experience is required from equivalent assignments, and experience from assignments for public contracting authorities.

Documentation requirement:

An overview of equivalent assignments that the tenderer has carried out in the last 3 years, together with information on the contract value, date of execution and the name of the recipient/contracting authority.

Tenderers must have sufficient implementation ability and the capacity to execute the assignment.

— a description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at its disposal for fulfilment of the contract, and

— information on the education and professional qualifications of employees.

Tenderers must have a well-functioning quality assurance and management system for the services that will be provided.

Certificate for the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.

The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
