Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Capacity that implies that the tenderer has good solidity and good credit worthiness will be sufficient to fulfil the requirement.
Documentation requirement:
Credit rating based on the last known fiscal figures. The Contracting Authority might also consider obtaining their own credit rating of the tenderer, including a rating, all accounting information and the key figures that the Contracting Authority deem to be necessary. The Contracting Authority uses the credit rating company Bisnode for obtaining such information.

Qualification requirement:
Tenderers must be legally authorised for the required disciplines in accordance with the regulations on authorisation of electronic communications networks and radio equipment installation contractors (authorisation regulations, latest version).
Documentation requirement: authorisation certificate.
Tenderers must have experience from comparable assignments.
Comparable assignments mean complete deliveries of a comparable number of vehicles with complex bodies.
Documentation requirement:
A description of the tenderer's minimum 3 most relevant/comparable assignments in the previous 3 years (the description must be given in Annex C). The description must include a statement of the assignment's complexity, volume, value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The Contracting Authority can also emphasise any of its own documented experience with relevant tenderers. The contracting authority can contact the stated references for verification.

Tenderers shall have a good and well-functioning quality assurance and management system for the services that shall be provided.
Tenderers must submit documentation of their quality assurance and management systems, which substantiates that the contract can be managed in a satisfactory way.
The following documentation will be accepted:
Certificate for the company's quality assurance system/management system for the services that will be provided, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent or a detailed description that, as a minimum, includes:

Tenderers shall have an environmental management system.
Tenderers shall submit documentation of their environment management system. The following documentation will be accepted:
— valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn, or equivalent), or
— a description of the tenderer's own environment management system. The description must, as a minimum, include an environmental policy and environmental goals.
Tenderers must be able to deliver vehicles and carry out services in all of Norway.
This means that tenderers must have/be associated with service and delivery places that can deliver and carry out service on vehicles nationwide, in relation to where the police has service locations.
