Bymiljøetaten [the Agency for Urban Environment] comes under Byrådsavdeling [the Department of Environment and Transport] and is responsible, amongst other things, for the planning, development and operation of parks, recreational areas and municipal roads and streets. Responsibility for environmental health protection (air, noise, water, soil), which is not of a medical nature, also lies with the contracting authority.
The contracting authority will procure a professional grounds-keeper/contractor for the care and operation of Frognerparken [Frogner Park].
The contract includes operation and care of summer flowers, shrubs, lawns and trees, summer and winter operation of roads and spaces, operation of fountains and benches, and waste management.

Beskrivelse av fornyelser:
The contract can be renewed on verbatim terms for up to 2 years, i.e. 31.1.2.2024.
Beskrivelse av opsjoner:
Felling of trees, planting of trees, establishing care, stump milling, pest control, repair of lawns, purchase and placement of stones used as barriers, purchase and placement of waste containers and benches, operation of ice-rinks, repair of joints, purchase of soil and works signage.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
— tenderers must be a legally established company.
Documentation:
— Norwegian companies: company registration certificate,
— foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
— the tenderer must have the economic capacity to carry out the assignment/contract,
— the tenderer shall be creditworthy.
Documentation:
— the company's annual financial statements for 2018, 2017 and 2016, including notes, the Board's Annual Report and Audit Report, as well as recent information of relevance to the company's fiscal numbers,
— credit evaluation/rating, not older than 6 months, based on the last known accounting figures.
The contracting authority reserves the right to collect credit evaluations.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient technical, personnel and organisational capacity to carry out assignments of an equivalent scope as that in this procurement.
This means, amongst other things, that tenderers must have:
— minimum of 2 tree surgeons with an ETW or ISA diploma, or equivalent,
— person(s) with competence in biological diversity,
— at least 5 persons must have a certificate of apprenticeship as a site gardener, gardener/market gardener education, landscape engineer, or equivalent gardening competence.
Tenderers must have a satisfactory quality assurance system that is appropriate for the contract work.
Tenderers must have implemented environmental management measures that ensure that the tenderer has methods for working actively and systematically on reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

Tenderers (as a company) are required to have good experience with equivalent green assignments.
Documentation:
— a statement of the tenderer's average annual workforce and the number of employees in management in the last 3 years,
— what parts of the contract are expected to be handed over to subcontractors,
— information about the education and professional qualifications of tree surgeons and site gardeners, landscape engineers or equivalent, including for example CV,
— overview of the tenderer's total manpower divided into relevant disciplines, including relevant experience with biological diversity,
— overview of the tools, machines and technical equipment that the tenderer has at disposal for fulfilment of the contract,
— a description of the tenderer's quality assurance measures. If a tenderer has certificates issued by independent bodies as documentation that the tenderer fulfils certain quality assurance standards, it is sufficient to submit a copy of a certificate issued by independent bodies, which confirm that the tenderer fulfils certain quality assurance standards,
