The procurement covers 5 car parks that are used by visitors, 4 of which are in the Haukeland area, and one is connected to Sandviken Hospital. For further information on the car parks, see Annex 1a Parking and car parks in Helse Bergen HF — current situation.

In addition the procurement includes options for establishing ANPR without barriers at another location, see Point 1.8.

Beskrivelse av opsjoner:

The procurement includes options for establishing ANPR without barriers at 5 car parks, the sizes are stated in Annex 1a, and the same functionality as at the car parks included in the procurement, with parking charges and contract parking based on ANPR without barriers. The options must be taken up in writing, at the latest 2 years after the contract was signed. The options will most likely be taken up at different times.

Registration, authorisations, etc.

Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign companies: verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Sufficient economic and financial capacity.

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: the Contracting Authority will assess the tenderer's fulfilment of the qualification requirement in the following ways:

— credit rating based on the last known accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service,

— a statement of the company's total turnover for maximum the last 3 available accounting years,

— the last submitted annual accounts with notes, including the auditor's statement. If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:

(a) Sufficient experience:

Requirement: tenderers must have sufficient experience from comparable/equivalent assignments as regards the Contracting Authority's needs. Comparable assignments mean the operation and delivery/establishment of a ANPR system in a large car park.

Documentation requirement: description of the tenderer's up to 3 most relevant contracts over the course of the last 5 years. The description must include an indication of each assignment's value, time, and the assignment's recipient (name, telephone number and email address).

In addition the following information must be provided:

— a short description of the assignments (number of cameras and system/software) and the tenderer's role in the delivery,

— scope in time or contract value of the deliveries, as well as the contract period. It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

(b) Sufficient implementation ability and capacity:

Requirement: tenderers must have sufficient implementation ability and capacity to be able to fulfil the contract.

Documentation requirement: a short and general description of the company that includes:

— a description of the company's business idea, general organisation and number of employees - Core competence related to the delivery — An overview of the company's offices/technical departments and location.

Requirement: tenderers must have an environment management system.

Documentation: tenderers must attach a brief statement, maximum one A4 page, stating the tenderer's declared environmental goals, status of the environmental work in the company and planned measures that are relevant for this contract. As an alternative, tenderers can attach documentation of relevant environment certification such as ISO 14001 or EMAS, the Eco-Lighthouse system or other documentation.
