The Contracting Authority would like to enter into a Framework Agreement for mobile telephone services. The objective of the tender competition is to have an efficient and operational system for mobile telephony and accompanying services:
— mobile subscriptions,
— speech, SMS, MMS, data roaming,
— SIM cards, including data cards and twin cards,
— system for switchboard,
— mobile switchboard,
— M2M subscriptions.
A contract shall be entered for 2 years. Option for 1 + 1 + 1 year extension. Scheduled start of contract is 19.8.2019. It is anticipated that the contract value is approx. 3-4 000 000 NOK, excluding VAT. All estimates are given according to the Contracting Authority’s best knowledge for the agreement period, and are not intended to be upper or lower limits for what can be taken out during the Framework Agreement. Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established:
— norwegian companies: company registration certificate,
— foreign companies: documentation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established. The certificate must not be older than 12 months from the tender deadline.

Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignment/comply with the contractual obligations. The tenderer is required to be credit worthy, have satisfactory liquidity and solidity, minimum score of A or the equivalent.
A credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The credit rating shall be carried out by a credit rating institution that has a licence to conduct such activity.
Teknisk og faglig kapasitet:
The tenderer must have experience from equivalent assignments, i.e. corresponding geographic coverage areas and for an operational organisation that has an equivalent transport/logistics system.
— completed Annex 6. A description of the three most relevant equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email).
The Contracting Authority must be given the authority to contact the person in question. The references will only be contacted if required.
Tenderers are required to have a quality assurance system,
— documentation of the quality assurance system:
An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system,
— documentation of an environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This must be documented in writing.

§ 25-2. Waiting period before the contract is signed.
1) The Contracting Authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the Contracting Authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the Contracting Authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
