The contracting authority does most land acquisition with its own resources, but in periods of heavy workload there is a need to procure this service. The aim of the procurement is to supplement our own land acquisition resources for the project.
The assignment is for assistance for acquiring land and rights for the project E18 The West Corridor in Bærum Municipality. The land acquisition assignment includes participation in project meetings in accordance with requirements given for each project and by the land acquisitioner, negotiations with the rights holders with a view to entering into a reasonable agreement or an agreement on consent as well as judicial assessment of agreements. The tenderer must ensure that compensation payments are made and material that is to be archived in the process is archived in accordance with the Norwegian Public Roads Administration's set routines.

Judicial assessment of agreements or expropriation assessments will be evaluated individually as to whether or not the contracting authority or the tenderer will forward the case to the judicial assessment process.
The workload will vary, the scope of the procurement is, thus uncertain. We undertake nearly all land acquisitions with our own resources. This framework agreement is being established in order to supplement a lack of resources in busy periods. We expect that we will ask for assistance for up to 2-4 man-labour years in 2020-2022, and thereafter 1 man-labour year, but the need is subject to the necessary financing.

Tenderers must have experience from relevant assignments.
Documentation requirement:
Tenderers must enclose a list of minimum of 3 (maximum 5) of the primary relevant assignments and services performed in the last 3 years, including information on the value/quantity/scope, dates, a brief description of the assignment, and the name of the public or private recipient.

A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment.
Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
