Procurement of Information Measures in Connection with Rehabilitation of Vålrengatunnelen [the Vålrenga tunnel]

Statens vegvesen [the Norwegian Public Roads Administration] will rehabilitate the Vålrenga tunnel and reinforce the tunnel on behalf of Bane NOR, who will later build multiple railway tracks over the tunnel roof. The rehabilitation works will take place in the period January-December 2020. In the period April-December 2020, 1 of the tunnel lanes will be closed, so that the tunnel capacity is halved. As a result of this, travellers should be directed to select alternatives, for example such as alternative driving routes, car-pooling, etc. due the reduced passability.
The information measure must contain a sufficient number of announcements suitable for distribution on all types of digital platforms, such as Facebook, Twitter, online newspapers, Google-search, etc. The target group is travellers on the axis Romerike — Søndre and Vestre Viken/Romerike — Oslo, i.e. most people and professional drivers.
The agreed compensation for the contract is 4 000 000 NOK excluding VAT. It may be necessary to expand the assignment with additional services, maximum of up to 1 000 000 NOK excluding VAT.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic capacity to implement the contract.
The contracting authority will obtain a credit rating from Experian. Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from tenderers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Tenderers shall have experience from relevant assignments.
