The Norwegian Ministry of Climate and Environment, through the Norwegian International Climate and Forest Initiative (NICFI) seeks to enter into a contract with a commercial data provider to supply a broad set of stakeholders with reliable and consistent access to high resolution data for use in analyzing forest and land use changes, and enhance transparency and open sharing of information for sustainable and climate smart land use practices. This requires new and innovative mechanisms of data distribution and exchange that should be demonstrated as part of this contract. The value of the procurement is limited upwards to 450 000 000 NOK.

The Contracting Authority will enter into a contract with one tenderer. The duration of the contract will be 2 years (‘the Term’). The Contracting Authority reserves the right to extend the Term for a period or periods of up to 1 + 1 years with a maximum of 2 such extensions on the same terms and conditions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian companies: certificate of registration.
Foreign companies: proof of registration in trade register of business enterprises as described in the business legislation of the country where the company is established.
Certificates shall not be older than 12 months calculated from the deadline for delivery of the request for participation.
Økonomisk og finansiell stilling:
The tenderer must have paid all taxes and VAT in accordance with the legal provisions of the country in which it is established.
The tenderer shall have sufficient economic and finansial standing in order to fulfil the obligations during the term of the contract.
Minste nivå(er) av standarder:
Norwegian companies: certificate of registration.
Foreign companies: a certificate or similar from the authorities of the company's state of establishment if possible.
Certificates shall not be older than 6 months calculated from the tender deadline.
To be provided in the ESPD:
1) Equity ratio;
2) Interest coverage ratio;
3) Current ratio.
To be provided upon request:
Financial statements.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient ability and experience in order to fulfil the contractual obligations.
Minste nivå(er) av standarder:
To be provided in the ESPD or in a separate document (free-text):
The tenderer shall provide a detailed description of the 3-5 most relevant assignments during the last 3 years.
The descriptions must at least contain the following:
— name of customer,
— supplementary description of the delivery,
— supplementary description of how the data was made available,
— the time of delivery,
— the value of the contract.
It is not required to have experience with a similar delivery in scope and size as what is described in Section 1, 3, but the experience described must be relevant and prove the tenderers ability to perform the contract
The tenderers are responsible for ensuring that the description is sufficient in order to document the fulfilment of the criterion.

The Ministry of Climate and the Environment, through NICFI, would like to enter into a contract with a commercial data supplier in order to deliver a broad spectrum of reliable and consistent high resolution data in forests in tropical countries. The aim of the procurement is to strengthen the work of stopping deforestation in tropical countries by making data available without financial costs for the user, and with licences that do not limit access to and sharing of data. This requires new and innovative mechanisms for data distribution and exchange, which will be demonstrated as part of this contract. The procurement value is limited to NOK 450 million.
