The purpose of the agreement is to provide parts of the norwegian foreign service with internal communication via global VSAT. The services must comply with the the Ministry’s requirements for stability, quality and capacity. Further the purpose of the agreement is to ensure flexibility to decrease or increase the number of foreign missions that is included in the agreement.
The agreement concerns all phases in the life cycle from planning, deployment and testing, via ongoing operations, to termination.

The VSAT procurement process has been cancelled pursuant to § 25-4(1) of the Public Procurement Regulations. The reason for the cancellation is related to the mandatory condition for participation that qualified suppliers must have a minimum turnover of 540 000 000 NOK, cf. “Invitation to request for qualifying”, Section 5.3.2 “Economic and financial capacity ability”. An incorrect minimum amount of 540 000 000 NOK was published due to a misprint. The maximum contract value was initially estimated at 220 000 000 NOK. Thus, in accordance with the Public Procurement Regulation § 16-3(1)(a), the minimum turnover demand should have been an amount no higher than twice the maximum estimated contract value (440 000 000 NOK).
