Digitale Gardermoen IS

Digitale Gardermoen IS (DGI) will procure a new and modern delivery platform for its owners.
In 2016, a competition was held for an operational contract based on SS-D — Delivery platform. The contract was signed with a total supplier of a delivery platform in January 2017 and terminated in autumn 2017.
Based on the owner municipality’s need and experience from the named competition and contract, technological development, service development and the supplier market, DGI has revised their sourcing strategy. New procurement of external operational services (new delivery platform) is considered best realised with a module-based approach. A module-based approach is considered to reduce the risk for both DGI and the service providers to DGI, and will give DGI the necessary and desired flexibility and scalability. Furthermore, DGI sees the procurement of the delivery platform in the context of a cloud-first trend.

In addition, Nittedal municipality has the option to join as a contracting authority as stated in the contract. Nittedal municipality has the right to join the framework agreement during the lifetime of the contract, but no obligation to do so.

DGI has considered which services will be put out to tender. DGI has divided its need into 4 modules, of which 3 modules will be put out to tender in 2019 (see the illustration Point 1.2 in the tender documentation). For a more detailed description of DGI's revised sourcing strategy, process, findings and initiatives, refer to the document annex ‘Annex 1 Appendix 4 — Documentation DGI Sourcing Strategy’. This competition concerns external operational services called ‘Modern IT services’ in the illustration Point 1.2 of the tender documentation. This competition also includes essentially the same services as the competition that DGI implemented in 2016. The main difference is that DGI has opted to separate special IT operation advisory services as an individual competition, see ‘Service Integrator’ in the illustration. In addition, DGI is considering to put out to tender specific IT operational security services, see ‘Security Services’ in the illustration. This means that this competition concerning external operational services is the primary operational contract that DGI will put out to tender in 2019.

The duration of the framework agreement for external operational services will be 2 years. The contracting authority must have the option to extend the framework agreement for a further 1 year + 1 year, altogether a maximum of 4 years.

Nittedal municipality has the option to join the framework agreement as a contracting authority for the entire lifetime of the contract, a maximum of 4 years.

The total value of the procurement including options per year is anticipated to be between approx. 40 000 000 NOK and 60 000 000 NOK, i.e. The combined estimated contract value of the framework agreement is up to 240 000 000 NOK. The estimate includes Nittedal municipality's option to join the framework agreement as a contracting authority.

Contracting authority's are obliged to make call-offs of a specific volume per year or combined for the period of the framework agreement period.

The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT). See Point 9.3 of the tender documentation.

The tenderer must have good experience from deliveries of a similar nature.

Tenderers shall have implemented a professionally certified system for quality assurance and quality management.

The tenderer must have and operate a good and functioning environmental management system. The system must be in accordance with EMAS, Miljø-fyrtårn [Eco lighthouse], ISO 14001 or other recognised environmental management systems or standards.

The tenderer must have established satisfactory methods for information security.

From the service providers who meet the qualification requirements, the contracting authority will select a limited number of tenderers who will be invited to submit a tender offer. If there are a sufficient number of qualified service providers who fulfil the qualification requirements, a minimum of 3 and a maximum of 5 participants will be invited to submit tender offers.

The selection will be based on which service providers best fulfil the technical and professional qualifications stated in Point 9.6 of the tender documentation.
