Procurement of a turnkey contractor for the construction of a school for 1–10 years and a basic hall. The municipal council in Halden Municipality decided, on 14.3.2019, to construct a new school for 1–10 years, a sports arena and a basic hall on the Os site. The school will have places for 660 pupils. The sports hall must be double and suitable for top league handball. A basic hall of 1 125 m is also to be constructed.

A new primary and secondary school is to be engineered and constructed in the centre of Halden, on the Os site, the current site of Os School. The project will co-house the pupils from Os and Rødsberg Schools. The site is 14 000 m
The recommendation for the outside area per pupil is 35 m
The site is next to county roads 21 and 22, with an annual traffic count of nearly 17 000 vehicles. This affects technical installations and the location of the school building as regards air pollution and noise.
In addition to a school, a sports hall is to be engineered and constructed with 2 handball pitches and a match pitch for top league games, with the accompanying facilities and a public capacity of approx. 2 000 places, cf. the arena requirements from Norway's Handball Association (NHF). A basic hall for gymnastics is also to be constructed for sports.

The existing buildings are to be demolished and the demolition work is part of the turnkey contractor's work. Some information on the buildings is attached to the tender documentation, but an environmental clearance report will be forwarded to the tender documentation.

Due to the size of the site, the school and sports arena must be designed together, benefitting from co-use and efficient area solutions.
There is currently a culvert across the site from the north to south. The project will alter this so it runs along national road 22. See annexes 2.5, 2.6 and 2.7.
