Procurement of a Full Mission Machine Room Simulator

The contracting authority would like to procure a new machine room simulator consisting of a full mission simulator with a high-voltage switch in accordance with DNV-GL class A (DNVGL-ST-0033:2014-08), high-voltage simulator, radio and cargo simulator. The high-voltage simulator, radio and cargo simulator must be delivered by the end of January 2020. Other parts of the delivery must be delivered and installed in the contracting authority's new buildings in Grimstad, which are expected to be ready for use in August 2021.
The contracting authority will, in cooperation with the tenderer, design the various rooms for the installation of the procurement when the contract has been signed. The actual drawings of the new building are expected to be available at the start of November 2019.
The procurement also includes a service contract for the delivery.

Requirement:
Tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Comparable assignments means both bridge and machine room simulators.
Minste nivå(er) av standarder:
An overview of the tenderer's most important contracts in the last 3 years.
The overview must include:
— the contracting authority's name,
— value,
— date of the assignment, start and completion,
— description of the assignment.
It is the tenderer's responsibility to document relevance through the description.
