The contract will be valid for 2 years, with an option for a further extension for up to 2 years, 1 year at a time. The option years will be automatically taken up three months before the contract period expires.

The Church Councils i Fet, Skedsmo and Sørum can join the contract. The same applies for Midtre Romerike avfallsforedling (MIRA).

The following legal subjects will be able to join the contract:

— the Church Councils in the three municipalities. From 1.1.2020 the three council will merge to form Lillestrøm Church Council,

— MIRA (Midtre Romerike Avfallsforedling).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers shall be a legally established company.

Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement:

Sufficient economic and financial capacity to be able to fulfil the contract.

Documentation requirement:

Credit evaluation not older than 1 year, and which is based on the last known fiscal figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

The Contracting Authority reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Minste nivå(er) av standarder:

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Requirement 1: tenderers must have good experience from comparable assignments/deliveries, i.e., assignments of an equivalent nature, complexity and scope.

Documentation requirement: overview of the tenderer's most important relevant contracts in the last 3 years, including information on the type of assignment, the role in the reference assignment, the assignment's value, date, recipient (name, telephone number and email address). Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The Contracting Authority reserves the right to contact the references.

Requirement 2: tenderers must have sufficient capacity and suitable staff to fulfil the contract.

Documentation requirement: an overview must be given of the disciplines the tenderer himself has employees for and a statement of how much of the contract the tenderer intends to leave to sub-suppliers.

An overview of the tenderer's complex matrix for other employees, where it shall become aware shall be given. The overview shall contain information about disciplines and competence levels (skilled/unskilled workers). (Unskilled/certificate of apprenticeship/master letter, etc.).

NB that individual person's CV's are not supplies for USCIS in this email.

Requirement 3: tenderers must have a satisfactory quality assurance system.

Documentation requirement: certificate of the company's quality system/management system, issued by independent bodies that confirms that the tenderer complies with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
