From 1.1.2020, Fet, Skedsmo and Sørum Municipalities will become new Lillestrøm Municipality. Skedsmo Municipality is holding a contest on behalf of the new municipality for a new framework agreement for leasing vehicles.
The framework agreement is for leasing the following vehicles:
Category 1: Small electric cars, passenger;
Category 2: Small electric cars with a long range, passenger;
Category 3: Electric cars with 4 wheel drive and a long range, passenger;
Category 4: Electric goods vans;
Category 5: Electric cars with minimum 7 seats;
Category 6: Large goods vans.

Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer must be a legally established company and must be registered in a register of business enterprises or a trade register office in the member country where the tenderer is established.
Documentation: the tenderer must, upon the contracting authority's request, substantiate this by presenting documentation verifying that the tenderer is registered in a professional register office, a trade register office or other register of business enterprises as stated in the country where the tenderer is established. E.g. The Brønnøysund Register Centre.

Økonomisk og finansiell stilling:
Requirement:
Sufficient economic and financial capacity to be able to fulfil the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Documentation: tenderers must, upon the contracting authority's request, substantiate this by presenting a credit rating based on the most recent financial figures. The credit rating must be carried out by a credit rating institution that has a licence to conduct such activity. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: tenderers must have experience from equivalent contracts.
Documentation requirement:
Tenderers must, upon the contracting authority's request, present a description of the tenderer's up to 3 most relevant deliveries in the last 3 years. The description must include a statement of the delivery value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to competence in the personnel they have at their disposal and can use for this assignment, even if the experience was gained whilst the personnel carried out the service for another supplier. Equivalent deliveries mean deliveries of a corresponding value, scope and complexity.

Documentation: Tenderers must, upon the contracting authority's request, present a detailed description of their quality assurance system. Documentation of certification, e.g., ISO or equivalent will be sufficient to comply with the requirement.
