Process Assistance for the Ministry of Local Government and Modernisation Related to Development Activities and Client Participation for a New Government District

In connection with the construction of a new government district, the Ministry needs assistance to support the necessary change processes. The Ministry of Local Government and Modernisation wants to enter into a contract with a service provider who can assist the Ministry of Local Government and Modernisation in the work across the ministry structure by facilitating the conditions for the ministries to carry out necessary (change) processes in order to be able to move into a government district with other physical framework conditions than those the ministries currently have. In addition, the Ministry may need project support, hereunder for the work with gains realisation.
The combined need for assistance is currently not clear. The Ministry of Local Government and Modernisation anticipates there will be a need for assistance and process support in the period 2019–2025, until completion of the first construction phase. However, the activities will vary in time and scope. It is also not certain if there will be a need for assistance during the entire period.

Requirements: The tenderer shall be a legally established company.

— Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: Paid taxes and duties.

Documentation: A certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate documentation:
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
