Preliminary Project — New Sewage Treatment Facility for Sula and Ålesund Municipalities

Sula and Ålesund Municipalities have decided to continue with a review of a possible joint sewage treatment facility at Kvasnes in Sula Municipality. A draft project has been prepared, which deals with transfer pipelines and process installations. These will form the basis for the preliminary project. In addition the zoning work has started for the area at Kvasnes where the sewage treatment facility will be located. This must be taken into consideration in the preliminary project. This includes results from various surveys, plan drafts and continual communication with the zoning process. The new sewage treatment facility at Kvasnes must have sufficient treatment capacity to cope with sewage from Sula and Ålesund Municipalities, and it is to be designed as a secondary treatment facility. Further information on the estimated scope and the content of the procurement can be found in part II, Annex 1 of the Contracting Authority’s specification.

In addition the zoning work has started for the area at Kvasnes where the sewage treatment facility will be located. This must be taken into consideration in the preliminary project. This includes results from various surveys, plan drafts and continual communication with the zoning process. The new sewage treatment facility at Kvasnes must have sufficient treatment capacity to cope with sewage from Sula and Ålesund Municipalities, and it is to be designed as a secondary treatment facility. The appurtenant requirements in the pollution regulations must be fulfilled. The existing draft project states expected amounts of sewage, but it is a prerequisite that these are verified and gone through again in the preliminary project. The sewage in Ålesund Municipality that currently goes to treatment facilities RA3 Larsgården, RA4 Åse, RA5 Breivik and RA6 Flisnes, will be transferred to the new facility at Kvasnes. For Sula Municipality, the treatment facilities RA1 Langevåg, RA2 Djupvika and emission U4 Sunde will be transferred to the new facility. The transfer from existing facilities will be gradual, and assignment B for the transfer pipelines must describe a plan for this. Requirement:
Tenderers must have settled conditions regarding the payment of tax,

Alternative 1:
A credit rating from an approved credit rating company with a licence to process personal information, based on the last fiscal figures.
The key figures in the requirement must be presented together with an assessment of the tenderer's

Alternative 2: Documentation confirming that the tenderer's last annual turnover was minimum twice the contract's estimated value.
If a tenderer has a justifiable cause and cannot present the requested documentation, the tenderer can prove his economic and financial capacity with any other document, including, for example, a A parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:
Requirement:
Tenderers must have good experience from assignments of an equivalent nature and scope.
Documentation requirement:
Description of the tenderer's 3 most relevant assignments in the last 5 years, including information on the scope, date and
Contracting Authority (name, telephone number and email address).
References will be contacted if necessary.
Tenderers are themselves responsible for ensuring that the description is of such a nature that it documents that the requirement is
met.
Tenderers can document experience by referring to experienced personnel they can use and who will be used for this assignment, even if the experience was gained whilst the personnel was was working for another supplier.
This is to be submitted as part of the request for participation – Part 1 Annex 5 Reference Form – qualifications must be completed.
The offered organisation and personnel must have satisfactory competence and ability to fulfil the assignment.
Description of the capacity for fulfilling the assignment, including available workforce and the number of employees that the tenderer
Can use for the fulfilment of this contract.
The overview must include the number of employees within the competence areas covered by the assignment.

Requirement for quality assurance systems:
Tenderers must have satisfactory systems for quality assurance that are adapted to the delivery.
A description of the tenderer's quality management system. The description must as a minimum include:
— a general description of the content in the system, including an overview of control plans and check lists that are relevant for this contract.
If a tenderer is certified in accordance with ISO 9001:2008 (or more recent version), or equivalent 3rd party quality assurance certification, it is sufficient to attach a copy of a valid certificate for fulfilment of the qualification requirement.

The Contracting Authority plans to invite three (3) to five (5) tenderers to submit a tender for the contest Cf. FOA § 16-12 (1). If the number of qualified tenderers exceeds this, the selection will be based on those tenderers who are considered to be the best qualified after an evaluation of the submitted documentation for the qualification requirement in point 7.7- - 'Tenderers must have good experience from assignments of an equivalent nature and scope'.

If more than 5 tenderers register who fulfil the minimum qualification requirements for qualification, the Contracting Authority will rank the tenderers in accordance with the above-mentioned selection criteria.
Under this criteria, an assessment will be made as to what degree the described comparable assignments are relevant for this procurement, and how comprehensive the experience is qualified tenderers who are not rejected will be sent an invitation to submit a tender in the competition. Only those tenderers who are invited will be able to submit a tender. Any tenders from other tenderers than those who have been invited to participate in the competition will be rejected.
