Inderøy kommune

The objective of the procurement is to procure a common pre-system for property fees, including field tools, for the municipalities in Inn-Trøndelag.
Inn-Trøndelag in this instance consists of the municipalities of Inderøy, Snåsa, Verran and Steinkjer. Verran and Steinkjer will merge from 2020, and will then be called Steinkjer Kommune [Steinkjer Municipality].
This procurement therefore concerns the 3 municipalities of Inderøy, Snåsa and Steinkjer from 2020.
The property fee area consists of four service areas; water and sewage (W&S), property tax, sanitation and sludge.

Kort beskrivelse:
Property fees are a significant income source for the Inn-Trøndelag municipalities. Water and sewage and sanitation are full cost areas and therefore do not contribute to the municipalities’ other service production, while the property tax provides a significant contribution to the municipalities’ disposable income. Correct processing of the property fees is therefore essential. The opportunity for transparency and openness concerning fee regulations so that the residents can themselves see how fees are calculated is also important to us.

General principles and guidelines:
The assessment of the solution will place emphasis on the following quality principles:
— the solution must capture all changes from the Land Register and o the highest possible degree be able to automatically process these changes,
— the solution must facilitate re-use of data to the highest degree possible,
— the solution must give comprehensive and efficient processing support to case handlers and make it easy for case handlers to gain an overview of any changes,
— the solution must be a user-friendly and effective field tool that support s efficiency and optimisation of the work processes out in the field,
— the solution will give residents, service personnel and case handlers a uniform overview of all fees for a contract/property,
— the solution must be user-friendly and intuitive in use,
— the solution must support our vision about open data, and support management of this,
— the solution must be future oriented and have flexibility in relation to future changes,
— the solution must give us the opportunity to profit by having a common solution across the Inn-Trøndelag municipalities, and that our employee resources can easily contribute across the municipal borders.
The supplier must document how their own solution safeguards the principles of the guidelines named above. Compliance with these principles will carry significant weight in the evaluation of the supplier's tender.
