The project wants to examine how a country like Norway can make the average inhabitant changing the diet from being a source of major health and environmental issues, to becoming a healthy diet as a part of the solution.
The Norwegian Institute of Public Health (FHI), in cooperation with EAT, wants through the project to test and understand which cooperation methods are best suited for communicating knowledge of a healthy and viable diet to becoming permanent diet changes at individual level, that in the long view, can contribute to improving the public health and the environment on population level. We believe that these changes require parallel work at system and individual levels, where the focus must be on interaction across sectors, subjects and levels, based on the population's resources and requirements.

Objective of the procurement:
We would like to use this procurement to get the right competence to carry out a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the contract includes and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility:
The Norwegian Institute of Public Health is the project owner as well as the Contracting Authority for the project. EAT is the joint venture partner.
Difi (the Agency for Public Management and eGovernment) is conducting this procurement on behalf of the Norwegian Institute of Public Health.
Budget: 2 000 000 NOK + an option for up to 2 000 000 NOK.
Contract length: the project is ready to start as soon as the procurement has been made. 1 year contract, with an option for an extension for up to a further 1 + 1 year.
Estimert verdi eksklusive mva: 4 000 000 NOK 💰
Varighet: 12 måneder
