Objective of the procurement.
Over time, Moss and Rygge municipalities have experienced an increase in the number of younger users with minor degrees of intellectual disability in combination with challenges in the substance and/or psychiatric field. In the long term, the municipality will need 40 new employees if they are to continue to deliver the service as today. There is also a clear need for improvement of the services provided to these users.
The objective of the project is to secure better suited and comprehensive services for the user group described above, with increased flexibility, user satisfaction, self-determination and more accurate and efficient use of resources.
Through this procurement, we want to obtain the correct competence to create good solutions for the project All people, all services, and to implement a good Stimulab project.

The challenge:

In the autumn of 2017, an assessment was made of the quality of the services for the business “Disabled Services” (TFF) in Moss, through a service analysis carried out by the consulting company PwC. Central to the municipality's order was the need for an external assessment of the extent to which the services to this group were suited for future needs. The service analysis shows significant improvement potential in the services. In particular, the municipality needs to work with the organisational culture, the interaction internally and with external service providers, as well as the organisation of the services, in order to lift the perceived quality. Among other things, it was pointed out that the services are considered to be not really suited to the need for flexibility among younger users with outpatient services.

Roles and responsibility.

Moss municipality is the project owner as well as the contracting authority for the project. Rygge municipality is a partner. From 1.1.2020, Moss and Rygge will merge to become (the new) Moss municipality. Difi is implementing the procurement on behalf of Moss municipality, as part of StimuLab.

Budget: Main assignment 1 700 000 NOK plus options up to 450 000 NOK (additional assignments) plus options up to 2 150 000 NOK.
