The municipalities Hareid, Herøy, Sande, Ulstein, Vanylven, Volda and Ørsta require a joint Patient Administration and Electronic Patient Journal System (PAS/EPJ) for the child health centres and the maternal and school health services. The new system must cover the need for health nurses, GPs, midwives, physiotherapists, psychologists, psychiatric nurses, family counsellors, clinical nutritional physiologists and other occupational groups involved in maternal and child health centres and school health services. The system must also facilitate and support digital inhabitant services.
The total number of inhabitants in the municipalities is approx. 5 000. The estimated number of employees in the municipalities who are going to use the EPJ system is approx. 70-75.

Beskrivelse av fornyelser:
The contract period for continuous maintenance is 3 (three) years from the signing of contract. The contract will then be renewed for 1 (one) year at a time up until the project "ein innbyggar, ein journal" (“one inhabitant, one journal”) is established. Cf. Annex 1.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement: tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. Go to skatteetaten.no for further information.
Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
— Norwegian companies: company registration certificate,
— foreign companies: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: solidity assessment from an acknowledged credit appraisal agency. The assessment shall be based on the most recent known accounting figures. The key figures in the requirement must be given, together with an evaluation of the tenderer’s solvency.

Teknisk og faglig kapasitet:
Requirement: tenderers must have experience from comparable assignments.
Documentation requirement: a list with an overview of equivalent contracts during the last 3 years. The list must as a minimum contain:
— name of client,
— contract value and scope,
— contract date,
— a short description of the contract.
Requirement: tenderers shall have sufficient capacity and competence to fulfil the contract.
Documentation requirement: a description of personnel and equipment at the tenderer's disposal for implementing the contract.
