Parallel Framework Agreements for the Hire of Excavators and Drilling Rigs with and without Driver

VAV [the Agency for Water and Sewage] wants to enter into parallel Framework Agreements with multiple service providers, assuming that there are a sufficient number of suitable service providers and tenders.
It will be possible to submit tenders for 1 or more of the product groups below. Each assortment group will be evaluated and awarded a contract separately. For administrative reasons, only one contract will be entered into with the individual service provider. The individual contract will thus be able to contain multiple product groups.
The Agency for Water and Sewage will enter into a Framework Agreement for the following product groups:
1) Excavator 5 tonne (0.8-8 tonne);
2) Excavator 14 tonne (12-15 tonne) (without a driver)
3) Excavator 14 tonne (12-15 tonne) (with a driver)
4) Excavator 18 tonne (15-18 tonne) (without a driver)
5) Excavator 18 tonne (15-18 tonne) (with a driver)
6) Excavator 20 tonne + (without a driver)
7) Excavator 20 tonne + (with a driver)
8) Drilling rig for hole diameter (35-38mm) (without a driver)
9) Drilling rig for hole diameter (35-38mm) (with a driver)
10) Tracked dumper (1.0-2.5 tonne)

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— the service provider's tax and VAT payments must be in order,
— the service provider must be a legally established company.
For associated documentation requirements, refer to the qualification documentation Point 3.2 and 3.3.
Økonomisk og finansiell stilling:
The service provider must have the economic capacity to implement the assignment/Framework Agreement.

Teknisk og faglig kapasitet:
1) Relevant experience is required from equivalent assignments, including:
Machines without drivers (Groups 1, 2, 4, 6, 8 and 10):
— experience from the hire of equivalent machines and equipment.
Machines with drivers (Groups 3, 5, 7 and 9):
— the service provider must be able to supply drivers who have experience…
… excavating in city streets with aerial electricity cables,
… in excavation, ditch boxes, sheet piling, underground cables, etc.
2) The service provider must have the capacity to implement the assignment, including:

When selecting the service providers, emphasis will be placed on the degree to which the service provider covers the requested assortment for the relevant group.
When submitting the request to participate, the service providers must state whether the request concerns one or more product groups and specify the relevant groups.
