Sandnes kommune

The procurement concerns a parallel Framework Agreement with up to three (3) tenderers, to cover measures for the child welfare service. The projects are divided into three groups, and selected service providers must offer measures in all 3 of the groups:
1) Respite;
2) Housing with follow-up;
3) Measures in the home.
The objective of the contract is to ensure the Contracting Authority quality approved services when the Contracting Authority cannot cover these needs in-house. The users must have a good and facilitated service in a safe and skilled environment. Decisions and allocation of the services will be made by Sandnes municipality c/o the child welfare service.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers must have their affairs in order regarding the payment of tax, employer contribution and value added tax (VAT).
— tax certificate not older than 6 months.
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

— foreign companies: verification showing that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Tenderers must achieve a minimum rating of credit worthy.
The Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of “Credit worthy”, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting a tender, the tenderer can enclose a credit assessment from a certified credit rating company showing that the tenderer fulfils the requirement in column A. The credit rating shall be based on the last available accounts and it shall be carried out by a company that has a licence to carry out credit information work.

Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Description of up to three of the tenderer’s most relevant assignments during the last 3 years within comparable assignments.
The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address). The tenderer is responsible for documenting the assignment’s relevance through their description. The references will only be contacted if required.
