The assignment comprises operational and maintenance assignments, with functional responsibility for some of the assignments, on county roads and county foot/cycle paths with the accompanying side facilities, side areas, equipment and installations in Hitra, Frøya, Snillfjord, Hemne and parts of Orkdal Municipality in Trøndelag County, as well as parts of Aure Municipality in Møre og Romsdal County, in accordance with the road list given in chapter D2-V1.
The contract period is from 1.9.2019 to 31.8.2024 for all of the described assignments.
The road network included in the contract (including arms and ramps) consists of:
A total of 552 446 km roads, of which 530 835 km county roads in Trøndelag, 18 243 km county foot/cycle paths in Trøndelag, 3 368 km county roads in Møre og Romsdal.
The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network.
Assignments included in process 95 in this contract will be carried out in separate contracts in the contract area.

The road network included in the contract (including arms and ramps) consists of:

A total of 552 446 km roads, of which 530 835 km county roads in Trøndelag, 18 243 km county foot/cycle paths in Trøndelag, 3 368 km county roads in Møre og Romsdal.

The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network.

Assignments included in process 95 in this contract will be carried out in separate contracts in the contract area.

The work will be settled by round sum for round sum processes, in accordance with amounts and unit prices for other processes such as daywork in accordance with the hourly rates for crew and machines.

The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network. The assignment also consists of inspecting and registering, planning the activity, stand-by for winter operations and general traffic flow, documentation, reporting to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

Assignments that are included in process 95 in this contract will be carried out in separate contracts in the contract area in Hemne, Frøya and Hitra Municipalities in Trøndelag and parts of Aure Municipality in Møre og Romsdal. These contracts are:

— 5091 Hemne winter 2019–2024,

— 5092 Hitra 2014–2024,

— 5093 Frøya winter 2019–2024.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company. Documentation: company registration certificate from the register of business enterprises.

Foreign tenderers must instead submit an equivalent certificate as specified by the laws in the country where the tenderer is established.

Tenderers must submit a tax and VAT certificate in their tender, issued by a competent body in the tenderer's home country, or the country where the tenderer is established, which shows that the tenderer has fulfilled his obligations as regards taxes, duties and social security contributions. Norwegian tenderers can order the certificate via the Norwegian Tax Authority´s homepage,

www.skatteetaten.no. The certificate must not be older than 6 months calculated from the tender deadline.

Tenderers must be certified in accordance with ISO 9001 (2015).

Documentation requirement:

1) Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norsk akkreditering or equivalent bodies in other EEA countries;

2) Other documentation of equivalent quality assurance measures will be accepted if the tenderer, through no fault of their own, does not have the possibility to obtain such certificates by the deadline. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards;

3) If a tenderer will rely on others to fulfil the requirement, an additional account must be given of how the ISO 9001 system for the supporting company will be concretely worked in to the actual contract.

Økonomisk og finansiell stilling:

The tenderer's annual accounts, annual reports and the auditor's reports for the last 3 years and recent information (quarterly accounts) that are of significance for the tenderer's accounting figures. The form in chapter E2 point 4 shall be completed.

If relevant: a brief account on information on economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.

If relevant: an overview of any recent completed, ongoing or impending tax or public reviews of the tenderer's business.

If a tenderer has a justifiable cause to not present the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that is of relevance for the company's accounting/finances that the contracting authority deems to be suitable. Tenderers must justify why they cannot present the documentation requested by the contracting authority.

Minste nivå(er) av standarder:

Tenderers must have good economic and financial capacity to fulfil the contract and they must fulfil the following requirements:

— tenderers must have positive equity,

— an average annual turnover of minimum 20 000 000 NOK, for the 3 previous financial years,

— tenderers shall have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:

Relevant experience — documentation requirement:

A list of up to 5 and no less than 3 contracts that the tenderer has carried out or is carrying out in last 5 years calculated from the tender deadline. The list must, cf. the form included in chapter E, include the following for each of the contracts:

— name of the recipient (contracting authority),

— description of what the contract work included, including the relevance in relation to the qualification requirements, points 1 and 2,

— what work was carried out by the tenderer, and what work was carried out by sub-suppliers (contract facilitators),

— the date of the assignment,

— the value of the contract,

— reference person/contact person at the Contracting Authority with contact data,

— telephone number and email address, and indication of their role at the contracting authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.

The builder's experience — documentation requirements:

The qualification requirement is to be documented through the list described above in point 2.4.1).

SHA system — qualification requirements:

Tenderers must have a system that shows that they proactively work to take care of health, safety and the environment (SHA), with relevance for equivalent work to that covered in this competition. The system must be subject to periodic review.

Accident frequency (H1-value):

Qualification requirement:

Tenderers and their central contract facilitators ought to have an average of the H1-value for the last 3 years that is lower than 10.

If the H1 value is higher than 10, an account shall be given of the development trend for the H1 value and possibly the F value, which expresses the seriousness of any high H1 value.

If a tenderer is a working partnership (supplier group), the requirement applies to each participant.

External environment — qualification requirement:

Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or Miljøfyrtårn.

Relevant experience — qualification requirement:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:

1) The main disciplines included in the assignment include: operation and maintenance of roads;

2) The following sub-assignments are of significant importance for the contract work:

— winter operations,

— clearing traffic areas/traffic objects,

— construction notification and traffic management.

The builder´s experiences — qualification requirements:

The Norwegian Public Roads Administration and other builders' experiences with the tenderer will

be assessed.

Tenderers are required to present references for relevant contracts that they have completed themselves in a satisfactory way.

Conditions which will be evaluated are related to, (a):

— documentation of completed quality,

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— observance of deadlines,

— follow up during the warranty/claims period,

— use of apprentices.

SHA system — documentation requirements:

1) Description of the tenderer´s system for SHA;

2) Table of contents of the system;

3) Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

2.5.2.

Accident frequency (H1-value):

1) An overview of the H1 value for the tenderer and central contract facilitators in the last 3 years. The “tenderer and central contract facilitators” means the tenderer himself, all actors in any working partnership, as well as any companies that the tenderer used to fulfil the qualification requirements;

2) If the H1 value is higher than 10, an account shall be given of the development trend for the H1 value and possibly the F value, which expresses the seriousness of any high H1 value. Furthermore, the tender must include a separate account of whether any improvement measure have been implemented, and, if so, also documentation of the effect of these measures.

External environment:

1) Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental managment), Miljøfyrtårn, or other environmental management standards, based on relevant European or international

standards from accredited bodies. The independent body must be accredited by Norsk akkreditering or equivalent bodies in other EEA countries;

2) Other documentation of equivalent environment management measures will be accepted if a tenderer cannot present such certificates by the deadline, and this is through no fault of the tenderer. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards;

3) If a tenderer will use other companies to fulfil the requirement, an additional account must be given as to how the environmental management system for the supporting company will be concretely worked into the actual contract.
