The assignment comprises operational and maintenance assignments, with functional responsibility for some of the assignments, on county roads and county foot/cycle paths with the accompanying side facilities, side areas, equipment and installations in Hitra, Frøya, Snillfjord, Hemne and parts of Orkdal Municipality in Trøndelag County, as well as parts of Aure Municipality in Møre og Romsdal County, in accordance with the road list given in chapter D2-V1.
The work will be settled by round sum for round sum processes, in accordance with amounts and unit prices for other processes such as daywork in accordance with the hourly rates for crew and machines.
The contract period is from 1.9.2019 to 31.8.2024 for all of the described assignments.

The contract period is from 1.9.2019 to 31.8.2024 for all of the described assignments.

The road network included in the contract (including arms and ramps) consists of: 552 446 km of road in total of which 530 835 km is county roads in Trøndelag, 18 243 km is county foot/cycle paths in Trøndelag, 421 584 km county roads in Møre og Romsdal.

The traffic on the road network varies from approximately ADT 30 to approximately ADT 7 500 and an annual traffic growth of approximately 1,5 % is anticipated.

The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network. The assignment also consists of inspecting and registering, planning the activity, stand-by for winter operations and general traffic flow, documentation, reporting to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

Assignments that are included in process 95 in this contract will be carried out in separate contracts in the contract area in Hemne, Frøya and Hitra Municipalities in Trøndelag and parts of Aure Municipality in Møre og Romsdal. These contracts are:

— 5091 Hemne winter 2019–2024,

— 5092 Hitra 2014–2024,

— 5093 Frøya winter 2019–2024.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Overview and short description of the terms: the tenderer will be a legally established company. Documentation: company registration certificate from the Register of Business enterprises.

Foreign tenderers must instead submit equivalent certificates determined by the legislation in the state where the tenderer is established.

Body in the tenderer's home state or the country where the tenderer is established that demonstrates that the tenderer has fulfilled his obligations to pay taxes, duties and certificate must show whether the tenderer has paid his taxes, duties and social security contributions.

Norwegian tenderers can order the certificate via the Norwegian Tax Authority’s website,

www.skatteetaten.no. The certificate must not be more than 6 months old calculated from the tender deadline.

The contracting authority requests that all of the tenderer must be aware that if they are chosen as the service provider, the tenderer must present equivalent tax and VAT certificates that the tenderer himself has viewed for each sub-contractor who will perform work under the contract for more than 500 000 NOK excluding VAT., cf. the Public Procurement Regulation § 7-2.

In connection with the announcement of the contest, the contracting authority has made an ESPD form available that all of the tenderers should complete and deliver together with the tender offer, cf. § 17-1.

If multiple service providers participate jointly in the contest and/or the service provider(s) rely on the capacity of other businesses, one form must be completed per business.

The ESP form applies as provisional documentation for compliance of the qualification requirements and that there are no other grounds for rejection.

Økonomisk og finansiell stilling:

Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:

— the tenderer's equity must exceed half of the share capital,

— an average annual turnover of minimum 20 000 000 NOK in the last 3 fiscal years,

—the tenderer must have an equity ratio of at least 10 %.

Minste nivå(er) av standarder:

Documentation requirement:

1) The tenderer's annual financial statements, annual report and audit report for the last 3 years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures. The form in chapter E2 point 4 shall be completed;

2) If relevant, a brief statement on information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards;

3) If relevant, an overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the Contracting Authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the Contracting Authority.

Teknisk og faglig kapasitet:

Relevant experience:

1) The main disciplines included in the assignment include: operation and maintenance of roads;

2) The following sub-assignments are of significant importance for the contract work:

— winter operations,

— clearing traffic areas/traffic objects,

— construction notification and traffic management.

Builder´s experience:

The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.

The tenderer is required to present references for relevant contracts that he himself has implemented in a satisfactory manner.

Conditions which will be evaluated are related to, a:

— documentation of completed quality,

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— observance of deadlines,

— follow up during the warranty/claims period,

— use of apprentices.

SHA system:

The tenderer must have a system that demonstrates working pro actively to ensure the safety, health and work environment (SHA), with relevance for equivalent works included in this contest. The system will be subject to periodic review.

Accident frequency (H1-value).

Qualification Requirement:

Tenderers and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years.

If the H1 value is higher than 10, an account must be given of the developing trend of the H1 value and any F value, that will express the severity of any high H1 value.

If the tenderer is a working partnership (supplier group), the requirement applies to each of the participants.

Documentation requirement, relevant experience:

A list of up to 5 and no less than 3 contracts that the tenderer has implemented or is implementing, during the last 5 years, calculated from the tender deadline. The list must, cf. the form included in chapter E, include the following for each of the contracts:

— name of the recipient (contracting authority),

— description of what the contract works entailed, including relevance in relation to the qualification requirements point 1 and 2,

— which works were carried out by the tenderer, and which works were performed by sub-contractors (contract facilitators),

— the date of the assignment,

— the value of the contract,

— reference person/contact person at the Contracting Authority with contact data (telephone number and email address), and indication of their role at the Contracting Authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.

Documentation requirement, builder's experience:

The qualification requirement is documented via the list described above.

Documentation requirement, SHA system:

1) Description of the tenderer´s system for SHA;

2) Table of contents of the system;

3) Documentation of audits carried out in recent years, with confirmation from the person/s who have undertaken the review.

Documentation requirement, H1 value:

Tenderers and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years.

If the H1 value is higher than 10, an account must be given of the developing trend of the H1 value and any F value, that will express the severity of any high H1 value.

If the tenderer is a working partnership (supplier group), the requirement applies to each of the participants.

1) Overview of H1 value for the tenderer and central contract facilitators during the last 3 years. “The tenderer and central contract facilitators” means the tenderer himself, all parties in any working partnership, as well as any business that the tenderer uses to fulfil the qualification requirements;

2) If the H1 value is higher than 10, an account must be given regarding the developing trend of the H1 value and any F value, that will express the severity of any high H1 value. Enclosed with the tender offer, there must also be an individual account of whether improvement measures have been implemented, and if so, also documentation of the effect of these measures.
