The contract comprises operational and maintenance assignments, with function responsibility for some of the assignments, on county roads, and county foot/bicycle paths with associated side installations, side areas, equipment and installations in Oppdal, Rennebu, Midtre Gauldal, Melhus, parts of Skaun and Trondheim municipalities in accordance with the road list provided in chapter D2-V1.
The work will be settled by round sum for round sum processes, in accordance with amounts and unit prices for other processes such as daywork in accordance with the hourly rates for crew and machines.
The contract period is from 1.9.2019 to 31.8.2024 for all of the described assignments.
The contracting authority has an option to extend the contract for 12 months, from 1.9.2024 until 31.8.2025.

The road network included in the contract (including arms and ramps) consists of:
A total of 507 751 km road of which 490 626 km is county roads in Trøndelag, 17 125 km is county foot/cycle paths in Trøndelag.
The traffic on the road network varies from approximately average annual daily traffic 40 to approximately average annual daily traffic 17 000 and an annual traffic growth of 1,5 % is anticipated.
The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network. The assignment also consists of inspecting and registering, planning the activity, stand-by for winter operations and general traffic flow, documentation, reporting to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

Overview and short description of the terms: the tenderer will be a legally established company. Documentation: Company Registration Certificate from the Register of Business enterprises.
Foreign tenderers must instead submit equivalent certificates determined by the legislation in the state where the tenderer is established.
In their tender offer, tenderers must present a tax and VAT certificate issued by competent bodies in the tenderer's home state or the country where the tenderer is established, that shows the tenderer has fulfilled their obligations to pay taxes, duties and social security.

The tenderer must be certified in accordance with ISO 9001(2015).

Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:
— tenderers must have positive equity,
— average annual turnover of minimum 25 000 000 NOK, for the last 3 fiscal years,
— the tenderer must have an equity ratio of at least 10 %.

An overview and brief description of the qualification requirements:
Relevant experience — documentation requirement:
A list of up to 5 and no less than 3 contracts that the tenderer has implemented or is implementing, during the last 5 years, calculated from the tender deadline. The list must, cf. the form included in chapter E, include the following for each of the contracts:

— description of what the contract works entailed, including relevance in relation to the qualification requirements point 1 and 2,
— which works were carried out by the tenderer, and which works were performed by sub-contractors (contract facilitators),
— the date of the assignment,
— the value of the contract,
— reference person/contact person at the Contracting Authority with contact data (telephone number and email address), and indication of their role at the Contracting Authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.

The builder’s experience — documentation requirement:
The qualification requirement is documented through the list described above in point 2.4.1).
SHA system qualification requirement:
The tenderer must have a system that demonstrates working pro actively to ensure the safety, health and work environment (SHA), with relevance for equivalent works included in this contest. The system will be subject to periodic review.
Accident frequency (H1-value):
Qualification Requirement:
Tenderers and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years. If the H1 value is higher than 10, an account must be given of the developing trend of the H1 value and any F value, that will express the severity of any high H1 value.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106/outer environment — qualification requirement:

The tenderer must have sufficient experience of a relevant nature and degree of difficulty from the following works:
1) The main disciplines included in the assignment include: operation and maintenance of roads;
2) The following sub-assignments are of significant importance for the contract work:
— winter operations,
— clearing traffic areas/traffic objects,
— construction notification and traffic management.
The builder´s experiences — qualification requirement:
The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.
The tenderer is required to present references for relevant contracts that he himself has implemented in a satisfactory manner.
Conditions which will be evaluated are related to (a):
— documentation of completed quality,
— fulfilment of contracts,
— compliance with provisions and procedures for HSE,
— compliance with provisions for wages and working conditions,
— observance of deadlines,
— follow up during the warranty/claims period,
— use of apprentices.
SHA system — documentation requirement:
1) Description of the tenderer´s system for SHA;
2) Table of contents of the system;
3) Documentation of audits carried out in recent years, with confirmation from the person/s who have undertaken the review.

1) Overview of H1 value for the tenderer and central contract facilitators during the last 3 years. “The tenderer and central contract facilitators” means the tenderer himself, all parties in any working partnership, as well as any business that the tenderer uses to fulfil the qualification requirements;
