Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Tenderers must be a legally established company.
Økonomisk og finansiell stilling:

Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:

— tenderers must have positive equity,

— an average annual turnover of minimum 150 000 000 NOK in the last 3 financial years.

Teknisk og faglig kapasitet:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:

1) The main disciplines included in the assignment include: operation and maintenance of roads;

2) The following sub-assignments are of significant importance for the contract work:

— operation of a 4 lane motorway,

— winter operations,

— construction notification and traffic management,

— operations in and of road tunnels,

— operation of road objects,

— maintenance of road objects.

Tenderers are required to refer to references for relevant contracts that they themselves have carried out in a satisfactory manner.

The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.

Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.

Competence equivalent to development Class 2, in accordance with the “routines for the excavation and laying of cables above, below and along public roads”, dated 1.6.2018.

— tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this competition. The system shall be subject to periodic review,

— tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last 3 years,

— tenderers must be certified in accordance with ISO…

… 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or Eco-lighthouse,

… 9001 (2015).

Hurtigprosedyre:

702 Vestfold west has been announced and cancelled twice.

Only one tender was received by the tender deadline.

In order to achieve better competition, we have decided that 0702 Vestfold west will be split up into three smaller contracts, 0702 Vestfold south, 0703 Vestfold north and 0704 Vestfold national roads.

Contract 0702 Vestfold national roads comprises the E18 dual carriageway through Vestfold County, as well as other national roads in Vestfold. It is a large and demanding contract in terms of competence and equipment. We can sign a contract in early July by using the deadlines in the PPR §20-2 (3). This gives the chosen tenderer the chance to mobilise the resources that must be in place by 1.9.2019.
