The road network included in the contract (including arms and ramps) consists of:
— 242 585 km roads in total of which 231 144 km county roads,
— 11 441 km count foot/cycle paths.
The traffic on the road network varies from approx. ADT 200 to approx. ADT 10 000 and an annual traffic growth of approx. 3 % is expected.
Beskrivelse av opsjoner:
The builder has an option to extend the contract for 12 months, from 1.9.2021 until 31.8.2022.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Tenderers must be a legally established company.
Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity to fulfil the contract and must fulfil the following requirements:
— tenderers must have positive equity,
— an average annual turnover of minimum 25 000 000 NOK in the last 3 financial years,
— tenderers must have an equity ratio of at least 10 %.
Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:
1) The main disciplines included in the assignment include: operation and maintenance of roads;
2) The following sub-assignments are of significant importance for the contract work:
— winter operations,
— clearing traffic areas/traffic objects,
— construction notification and traffic management,
— operation and maintenance of road objects.
Tenderers are also required to refer to references for relevant contracts that they themselves have carried out in a satisfactory manner.
The contract must be sufficiently staffed and that the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.
Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.
Tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this competition. The system will be subject to periodic review.
Tenderers and their central contractual partners ought to have an average H1 value lower than 15 for the last 3 years.
Tenderers must be certified in accordance with ISO…
… 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or Eco-lighthouse.
… 9001 (2015), or for the part of the organisation that has contractual obligations to the builder; establish, implement, maintain and, when necessary, update a quality system with equivalent requirements to those in ISO 9001 (2015).

Hurtigprosedyre:
0702 Vestfold west has been announced and cancelled twice. Only one tender was received in the last contest. The contest was cancelled due to a lack of sufficient subsidies to enter into a contract with the tenderer. A decision has been made to split up 0702 Vestfold west into three smaller contracts, 0702 Vestfold south, 0703 Vestfold north, and 0704 Vestfold national roads. The contract requires competence, staff and equipment suitable for the contract area. We can sign a contract in early July by using the deadlines in the PPR §20-2 (3). This will give the chosen tenderer time to mobilise the resources that must be in place by 1.9.2019. Contract 0703 north comprises county roads to the west of the E18, in the previous area for the Vestfold north operational contract. The contract requires competence, staff and equipment suitable for the contract area. We can sign a contract in early July by using the deadlines in the PPR §20-2 (3). This gives the chosen tenderer time to mobilise the resources that must be in place by 1.9.2019.
