Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Overview and short description of the terms: The tenderer will be a legally established company.
Documentation: Company Registration Certificate from the Register of Business enterprises.
Foreign tenderers must instead submit equivalent certificates determined by the legislation in the country where the tenderer is established.
Body in the tenderer's home country or the country where the tenderer is established, which shows whether the tenderer has paid his taxes, duties and social insurance.
Norwegian tenderers can order the certificate via the Norwegian Tax Authority's website, www.skatteetaten.no
The certificate must not be more than 6 months old calculated from the tender deadline.
The Contracting Authority asks that all tenderers are aware that if they are chosen to be the supplier, the tenderer must present equivalent tax and VAT certificates that the tenderer has submitted for himself for each sub-supplier who will carry out work under the contract for more than 500 000 NOK excluding VAT, cf. the public procurement Regulations § 7.2.

In this competition the Contracting Authority has made an ESPD form available, which all tenderers must complete and submit together with the tender, cf. § 17-1.
If several tenderers participate in the competition as a partnership and/or the tenderer(s) rely on the capacity of other entities, one form must be completed per entity.
The ESPD form acts as provisional documentation for fulfilment of the qualification requirements, and to show that there are not any other reasons for rejection.
Økonomisk og finansiell stilling:
Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:
— tenderers must have positive equity,
— average annual turnover of minimum 30 000 000 NOK, for the last 3 fiscal years.
— The tenderer must have an equity ratio of at least 10 %.
Minste nivå(er) av standarder:
Documentation requirement:
1) The tenderer's Annual Financial Statement, the Board's Annual Report and Auditor's Report for the last 3 years and newer information (quarterly reports) of significance to the tenderer's fiscal figures. The form in chapter E2 point 4 shall be completed;

2) If relevant; a brief account of information on economic conditions or losses that are not documented other places, and that must be documented in accordance to the Norwegian and/or international accounting standards;
3) If relevant; an overview of any newly implemented, ongoing or pending tax or public reviews of the tenderer's business.
If the tenderer has justifiable cause to not present the documentation requested by the Contracting Authority, he can document his economic and financial capacity to submit any other
Document of relevance to the company's fiscal figures/economy and that the Contracting Authority considers suitable. The tenderer must give grounds for why he cannot present the documentation requested by the Contracting Authority.
Teknisk og faglig kapasitet:
The tenderer must have sufficient experience of a relevant nature and degree of difficulty from the following works:
Relevant experience:
1) The main disciplines included in the assignment include: operation and maintenance of roads;
2) The following sub-assignments are of significant importance for the contract work:
— winter operations,
— clearing traffic areas/traffic objects,
— construction notification and traffic management.
Builder's experience:
The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.
The tenderer is required to present references for relevant contracts that he himself has implemented in a satisfactory manner.
Conditions which will be evaluated are related to, a.:
— documentation of completed quality,
— fulfilment of contracts,
— compliance with provisions and procedures for HSE,
— compliance with provisions for wages and working conditions,
— observance of deadlines,
— follow up during the warranty/claims period,
— use of apprentices.
SHA-system:
The tenderer must have a system that demonstrates working pro actively to ensure the safety, health and work environment (SHA), with relevance for equivalent works included in this contest. The system will be subject to periodic review.
Accident frequency (H1-value)
Qualification Requirement:
Tenderers and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years.
If the H1 value is higher than ten, an account must be given of the developing trend of the H1 value and any F value, that will express the severity of any high H1 value.
If the tenderer is a working partnership (supplier group), the requirement applies to each of the participants.
Minste nivå(er) av standarder:
A list of up to 5 and no less than 3 contracts that the tenderer has implemented or is implementing, during the last 5 years, calculated from the tender deadline. The list must, cf. the form included in chapter E, include the following for each of the contracts:

— name of the recipient (Contracting Authority),
— description of what the contract works entailed, including relevance in relation to the qualification requirements Point 1 and 2,
— which works were carried out by the tenderer, and which works were performed by sub-contractors (contract facilitators),
— the date of the assignment,
— the value of the contract,
— reference person/contact person at the Contracting Authority with contact data (telephone number and email address), and indication of their role at the Contracting Authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.

The qualification requirement is to be documented through the list described above:
Documentation requirement, SHA system:
1) Description of the tenderer´s system for SHA;
2) Table of contents of the system;
3) Documentation of audits carried out in recent years, with confirmation from the person/s who have undertaken the review.

1) Overview of H1 value for the tenderer and central contract facilitators during the last 3 years. “The tenderer and central contract facilitators” means the tenderer himself, all parties in any
working partnership, as well as any business that the tenderer uses to fulfil the qualification requirements;
2) If the H1 value is higher than 10, an account must be given regarding the developing trend of the H1 value and any F value, that will express the severity of any high H1 value. Enclosed with the tender offer, there must also be an individual account of whether improvement measures have been implemented, and if so, also documentation of the effect of these measures.
