The aim of the procurement is to get an operator who can operate the county road ferry routes.
Larsnes-Åram-Voksa-Kvamsøya, Årvika-Koparneset and Volda-Lauvstad.
The contract period will be from 1.1.2021 to 31.12.2031. A contract will be signed for the entire assignment. See chapters 1-7 of the contract for further details on the scope. The contract will be signed as a gross contract. This means that the Contracting Authority has the income responsibility and the operator has cost responsibility. Operators must submit 2 tenders in the competition. For tender (A) a conventional main vessel is required with NOx-emissions that do not exceed the Tier III requirement in Marpol Annex VI for the routes Larsnes-Åram-Voksa-Kvamsøya, Årvika-Koparneset and Volda-Lauvstad (Tier II requirement n Marpol Annex VI for the transition vessel/reserve vessel on the routes Larsnes-Åram-Voksa-Kvamsøya), in the period 1.1.2021-31.12.2031, cf. the contract, parts 1-7 point. 3.2.2.4. Tenderers must also submit an alternative tender (B), which includes the requirements for maximum environmental impact for the main vessel for the Årvika-Koparneset route in the period 1.1.2022 — 31.12.2031, cf. the contract, parts 1-7, points 3.2.2 — 3.2.2.3.4. With the exception of the environmental requirements that apply to tender B, stated in points 3.2.2 — 3.2.2.3.4, the requirements for tender A and tender B are identical. Operators must submit a separate price sheet for tender B, Annex 5.1 'Budget forms K, L, M, O Tender B'.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: tenderers must be up-to-date with tax and duty payments.
Documentation requirement: tax and VAT certificate, not older than 3 months, calculated from the tender deadline. Norwegian tenderers: the certificate can be ordered via www.altinn.no. Foreign tenderers: tenderers must submit certificates issued by competent authorities, confirming that the tenderer has met their obligations as regards the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established. The certificate(s) shall not be older than 3 months, calculated from the expiry of the tender deadline. The documentation must be in Norwegian or English.

Requirement 2: Tenderers must be a legally established company.
Documentation requirement: Norwegian companies: company registration certificate issued by the Brønnøysund Register Centre (not older than 3 months calculated from the tender deadline). The certificate can be ordered via www.altinn.no
Foreign companies: certificates of registration in a professional register as determined by the law of the country where the tenderer is established. (Not older than 3 months calculated from the tender deadline.) If a tenderer is owned 50 % or more by another company or several companies belonging to a group, the equivalent information as requested in requirement 2 shall be provided for them or the parent company.

Requirement 3: a commitment statement must be attached to the tender if several tenderers submit a joint tender.
Documentation requirement — Completed Annex 1, commitment statement. The commitment statement shall clearly state the parties' inner responsibilities and division of assignments between them. The statement must confirm that the parties are joint and severally liable for fulfilling the contract with the Contracting Authority. The statement must nominate the company that will represent the parties to the Contracting Authority. The contract must be signed by the tenderer who shall represent the parties. If multiple tenderers collaborate on the tender, the following documentation requirements apply: All affected parties must submit the requested documentation for fulfilment of the qualification requirements, with the exception of: qualification requirement 4 (2) a demand guarantee pledge: a demand guarantee pledge must be submitted. Qualification requirement 5 Licence Guarantee Pledge: the companies must submit a pledge for a licence guarantee in accordance with the cooperation agreement. The cooperating companies will be assessed as one as regards the cooperation agreement for questions related to technical and professional qualifications and economic and financial capacity.
