Due to the expiry of contracts 31.3.2019, UDI Region Sør [the Norwegian Directorate of Immigration, Southern Region] will procure a regular reception with associated facilitated department. The regula reception must have 150–180 places, of which a minimum of 20 % must be unit price places. The facilitated department (TA) must have 17 permanent and 13 unit price places.
The contract duration will be 1 year, and the contracting authority will have the option to extend for a further 3 months + 3 months + 3 months.

RS 2010-196 Requirement for follow up of residents at facilitated departments is defined in the target group for TA:
“The TA places are reserved for people with special follow-up needs, primarily:
— persons with mental and/or physical disorders,
— persons who need help and follow to master every day life through activities in the day (ADL training and life skills training)”.
The average time of residence in the country's 4 facilitated departments is 571 days.
Several of the residents have mental disorders, indicating that they should be able to continue in the treatment plan they currently have today. § 30-1 iPublic procurement regulations give the contracting authority the opportunity to take such matters in hand.

The contracting authority may take into account the characteristics of the performance of the procurement, including the determination of performance requirements, contract terms, qualifications and award criteria. This particularly concerns the users need for quality, continuity, universal design, acceptable prices, accessible and a comprehensive service offer, competence and experience, user participation, safeguarding the users integrity, mastering and participation in the society and mobilisation of resources in the users environmental.

The need for continuity is support by Fafo-r2eport 017:22 Evaluation of facilitated department in asylum reception. From chapter 6.1 of the reports:
“Ensure better collaboration in order to give residents the best services is not something that has occured effortlessly in some of the municipalities, and this must be taken into account in light of the competition exposure that characterises the reception sector. There are many indications that the offer from TA cannot be moved to new municipalities, without access to service being set back somewhat during a start-up period. Both representatives for the health authorities and reception personnel emphasizes that the systems they have today are something they have worked out through partially demanding processes.”

RS 2010-196 Requirements for the follow-up of residents in a facilitated department defines the target group for TA:
‘The TA places are reserved for persons with a particular need for follow-up, primarily:
— persons with psychiatric and/or physical disorders,
— persons who need help and follow-up to master every day tasks through activities in daily life (ADL training) and life training.’
The average period that residents stay in the country's four facilitated departments is 571 days.
Several of the residents have psychiatric disorders that require that they should continue with the treatment they currently have. § 30-1 in the Public Procurement Regulations allows the contracting authority to take such conditions into consideration:

The contracting authority can take distinctive features of the service into consideration in the competition, including determining the requirements for the service, contract terms, qualification requirements and award criteria. In particular this concerns users' need for quality, continuity, universal design, acceptable prices, availability and a uniform service offer, competence and experience, user influence, taking care of users' integrity, mastering and participation in society and the mobilisation of resources in the users' local environment.
