Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.

Documentation requirement: completed Annex G Full Authority, expanded tax certificate including a colour copy of of the signer's ID, ref point 6.4.1.1

Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.

Qualification requirement: tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement: Norwegian companies: company registration certificate

Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Qualification requirement: the tenderer's employees and any sub-contract that directly contribute to fulfil the contract must have wages and working conditions that are not worse than those in the relevant nationwide tariff agreement, or what is considered normal for the place and profession in question, cf. Regulation regarding Wages and Working Conditions in public contracts of 8.2.2008, No 112.

Økonomisk og finansiell stilling:

Qualification requirements: tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Tenderers must present the annual accounts for the last 2 years, with the board's annual reports and the auditor's reports.

The contracting authority reserves the right to obtain credit rating information independently to the documentation submitted by the tenderer.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Qualification requirement: the tenderer must have experience from comparable assignments related to the delivery.

Documentation requirement: in Annex C, the reference list, the tenderer must state a minimum of 3 and up to the 8 most relevant deliveries during the last 3 years.

The contracting authority’s own, objective documented experience can be used on an equal basis with the other references.

Qualification requirement: the tenderer must have sufficient capacity to execute the contract.

Documentation requirement: the tenderer must give an account of the organisation and capacity, including a description of any sub-suppliers.

Qualification requirement: the tenderer must have a good and well-functioning quality assurance system and management system for the services that will be provided.

Documentation requirement: the tenderer must submit an account regard their quality assurance and quality management system, or a copy of system certificates, such as ISO 9001 or equivalent, issued by an accredited certification body.

Qualification requirement: the tenderer must be able to safeguard environmental considerations when performing the service.

Documentation requirement: the tenderer can document fulfilment of the requirement by presenting relevant environmental certificates, such as EMAS or ISO 14001 of equivalent, or a description of their own systems and procedures for environmental policy, environmental management scheme, etc.
