The competition will be implemented as a negotiated procedure in accordance with the public procurement regulations (PPR) Part I) and Part III). Only pre-qualified tenderers will be invite to submit tenders in the competition. The contracting authority retains the right to award the contract based on the first tenders, without implementing negotiations, cf. the decision regarding this in PPR §23-7 (5).

The contract has an option period of 12 months + 12 months. The contract will be automatically extended if the client does not cancel the contract no later than four months before the expiry of the contract period.
The respective contracting authorities specified on signature sheet page 2B are free to individually assess if they want to trigger the remaining 12 months option periods.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company registration certificate, tax and VAT Certificate, a certificate of good conduct, bankruptcy register certificate.
Økonomisk og finansiell stilling:
The financial statements for the last 3 years including the auditor's reports and the board's reports.
Minste nivå(er) av standarder:
Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Tenderers must have a credit rating equivalent to minimum A in 'Bisnode.no'. The contracting authority will obtain a credit rating of tenderers itself.
Teknisk og faglig kapasitet:
Organisation, quality assurance, environmental management, subcontractors and ethical trade.
Minste nivå(er) av standarder:
Organisation: tenderers must have sufficient capacity to implement the assignment for the entire delivery period, including any extensions.
Quality assurance: tenderers must document that an environmental management system has been established, as a minimum containing procedures to safeguard the following elements.
— System for the company's environmental targets and environment policy,
— competence strategy for the environmental field,
— procedures for the execution of the service in an environmentally appropriate manner.

Subcontractors: tenderers must execute work in connection with this assignment, using their own personnel or subcontractors. Tenderers will be responsible for their sub-suppliers as if they were the tenderer's own personnel.
