Norsk rikskringkasting AS (NRK) hereby announces this limited tender competition with pre-qualification for new Framework Agreements for the purchase of vehicles. This tender notice shall replace the previously published tender contest, reference NRK MA3135/18E - TOD 19/01847. The previously published tender notice is cancelled as the Directorate of Norwegian Customs has chosen to conclude the co-operation with NRK for this tender contest.
The intention is to enter into 3 Framework Agreements with A-B-C ranking, where the A supplier will be expected to cover most of the Contracting Authorities' needs for vehicles in all the requested segments/groups. Procurements could be made from the B and C suppliers after further defined exception rules.
Qualified tenderers must offer vehicles in all the requested segments for passenger cars and groups for goods vans.
The offered vehicle models must be available for ordering at the start of the Framework Agreement, 1.9.2019.

The procurement includes the following types of vehicles:
Segments for passenger cars in accordance with the classification from OFV (the Information Council for Road Traffic):
Mini cars, small cars, compact class, middle-sized class, large cars, multi-use cars and SUV.
Goods vans/lorries in accordance with the Contracting Authorities' 4 self-defined groups:
Small goods vans, approx. 3-4 m
The new Framework Agreements must include deliveries that cover the need for 1 year, from and including 01.0p.2019 until and including 31.8.2020. The Contracting Authority has the right to trigger options to extend the contract for up to 1 year + 1 year + one year.

Good economy and financial standing are required, which ensure implementation ability throughout the entire contract period.

Teknisk og faglig kapasitet:
Requirements regarding the dealer network (weighted 10 %), service network (weighted 30 %), services that can be provided (weighted 40 %) and relevant references (weighted 20 %).

No minimum requirements, but a selection will be made after an evaluation of the replies to the 4 above-mentioned points.

If the Contracting Authority wants to reduce the number of qualified tenderers, the selection will be based on an overall assessment of which tenderers fulfil the qualification requirements:

5.3) Services that all tenderers must be able to deliver (weighted 40 %); and
5.4) Relevant deliveries and references (weighted 20 %).
If a tenderer has many vehicle makes with different dealers/service garages, the Contracting Authority will assess which makes of vehicles will be most relevant for a future Framework Agreement.

The contest has now been awarded to Harald A. Møller AS as the A supplier, Bertel O. Steen AS as the B supplier, and Bilia Personbil AS as the C supplier.
Due to an objection to the award, and the subsequent Kofa action, this contract award notice has been delayed/postponed.
The framework agreements are expected to be signed in December 2019, with a contract start on 2.1.2020.
