21.6.2018 Fredrikstad municipality city council decided on the following:
The entire notification system in Fredrikstad municipality shall be outsourced to an external provider.
Fredrikstad municipality therefore requests a tender for all functions and tasks related to notifications, including reception/registration, assessment and proposal for treatment.
The notification system must in accordance with the Norwegian Working Environment Act also include notifications and notes of concern from the public.
A comprehensive description of the delivery is given in the tender documentation.

Beskrivelse av fornyelser: Option for 1 year + 1 year.
Beskrivelse av opsjoner: Option for 1 year + 1 year extension of the contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

— Norwegian tenderers: company registration certificate,

— foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

The Contracting Authority will evaluate the tenderer's compliance with the qualification requirements in the following manner:

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service,

— the credit rating shall have a minimum score of creditworthy,

— recently established companies, or companies that are rated lower than worthy of credit, or equivalent, can instead present a parent company guarantee or the auditor's statement that substantiates sufficient financial solidity to comply with the contract obligations,

— if a parent company guarantee is submitted, the parent company will be rated in an equivalent way so the requirement for creditworthiness thus applies to the parent company.

Teknisk og faglig kapasitet: Tenderers must have experience from comparable assignments.
Minste nivå(er) av standarder:

— description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and email address),

— if a tenderer intends to engage sub-providers, a commitment statement must be enclosed (Annex 3) confirming the tenderer's access to the required HR during the entire contract period.
